PROFESSIONAL/TECHNICAL CAPABILITIES:

Responsibilities:

As a Payroll Analyst for the Payroll Services department, you will be responsible for:

  • Collaborates with the Payroll team to create, review, revise and implement new/changed department procedures to improve services, simplify work flow and improve integration with the other financial groups; develops procedure manuals for internal and external use to ensure standard practice across FH.
  • Provides specific data analysis and interpretation on payroll/timekeeping information by extracting mass data from the computerized system to identify payroll/timekeeping anomalies, inconsistencies and/or erroneous data; develops and generates reports to highlight errors; provides recommendations to staff and managers to minimize errors, guide decision-making and meet the reporting requirements of external stakeholders such as Ministry of Health Services, WorkSafe BC, Healthcare Benefit Trust and the Pension Corporation of BC.
  • Support cross-departmental initiatives in implementing new tools and software to further enhance and modernize processes.
  • Reviews reconciliation of mass payroll/timekeeping entries, analyzes and investigates labour expenses and liabilities and performs mass audits of payroll/timekeeping entries to identify errors; identifies financial risk and recommends corrective action to minimize financial risk; implements recommendations, as required.
  • Acts as a resource and provides support to Managers by identifying payroll/timekeeping issues through mass audits and providing recommendations to resolves these issues; meets with the Managers, timekeepers and the Union to discuss, implement and resolve payroll/timekeeping issues.
  • Conducts follow up investigations and/or audits with the Manager to ensure payroll/timekeeping discrepancies are resolved; provides further recommendations to the Manager which may include performance management and/or disciplinary action up to and including employee termination.

This Full Time position is located at our Uptown Latitude office in New Westminster, BC.

Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Responsible for providing financial administration, systems and advisory support to the Payroll Services department; performs quality checks, analysis, and mass payroll and timekeeping entry audits to ensure appropriate coding and collective agreement rules are followed; ensures controls are in place for departments identified in the mass audits; investigates and identifies input and/or coding discrepancies and recommends process improvements; implements corrective action, as required including performance management, coaching and/or employee discipline; coordinates, organizes and assigns general ledger reconciliation work to designated staff in accordance with established policies and procedures; reviews the general ledger reconciliation process work performed by staff and authorizes entries into the general ledger, as required.

  • Updates the Meditech Payroll dictionaries to comply with applicable collective agreement change(s), applicable legislation requirements and any benefit carrier changes, as required.
  • Performs quality improvement activities such as researching, analyzing, and compiling payroll entry statistics to identify areas of concern, process improvements and other key performance indicators.
  • Works with other Payroll staff, as required to provide input and feedback in the development and testing of payroll enhancements or initiatives.

Qualifications: Education and Experience
Degree in Accounting, Finance, Business or Computing Sciences, or Financial Management certificate or related financial courses plus Payroll Manager Certification (PMCP) or enrolment at the second level.
Five (5) years’ recent related experience in various payroll/financial functions, including experience performing general ledger reconciliations, salary continuance accounting, or an equivalent combination of education, training and experience.
