Description:

An exciting opportunity has arisen to join the Skills for Success Multiply team in Pembrokeshire. We are seeking a committed and enthusiastic Performance & Quality Manager with knowledge of skills initiatives and experience of curriculum delivery and working with awarding bodies to accredit vocational qualifications.
Multiply is a UK wide numeracy programme which aims to raise the numeracy levels of adults through the delivery of skills courses and qualifications. The programme is funded by the UK Shared Prosperity Fund.
Multiply is an exciting scheme that enables adults to attend free numeracy courses supporting them to develop greater skills and confidence in numeracy, enabling better budgeting, supporting children with homework, increased job opportunity and potential to gain numeracy qualifications such as GCSE or Functional/Essential Skills. Skills for Success aims to help adults improve their ability to understand and use number skills effectively in daily life, home, and work: improving household finances, helping children with homework, making more sense of the facts in the media or improving skills specific to a line of work.
The emphasis is on innovative approaches to developing relevant numeracy skills in adults who don’t currently have a GCSE or Level 2 maths qualification, who may lack confidence in their number skills and/or who need some support before starting qualification courses.
The postholder will oversee the implementation and successful delivery of Futureworks vocational skills programme of delivery for the Skills Futures project and support the preparation of bids for successor programmes to replace the Shared Prosperity Fund which replaced EU structural funding in 2023.
The postholder will lead their team to design and develop a vocational numeracy programme up to Level 2 to coach and teach adult (19+) learners to maximise their educational, vocational and personal development potential. You will work collaboratively within our existing curriculum, delivery, and employer/partner engagement teams.

Working with the project team you will:

  • Be responsible for the marketing strategy and activities for the Skills for Success programme, including targets for the recruitment profile for project beneficiaries.
  • Ensure that all beneficiary documentation, enrolments and outcomes meet the grant funding requirements for the project.
  • Design and manage the delivery of numeracy curriculum on the Skills for Success Multiply project
  • Lead the development, planning and implementation of new numeracy curriculum, learning and teaching initiatives. Working with awarding bodies and act as centre coordinator embedding the centres’ quality processes for numeracy related qualifications.
  • Provide curriculum and subject leadership to the course team, including acting as IQA/moderator for the delivery of accredited qualifications. It is expected that you will teach for 14 hours a week across a range of courses.
  • Co-ordinate Skills Advisers and support staff who contribute to the work of the courses, to ensure they are kept informed regarding all curriculum, including preparation of schemes of work and lesson planning and learning and teaching developments.

The ability to use technology to enhance learning and a recognised adult teaching qualification is desirable for the role

ESSENTIAL SKILLS AND EXPERIENCE

  • Educated to degree level or equivalent
  • Experience and understanding of delivering vocational curriculum and accredited qualifications
  • TAQA / awarding body quality assurance experience an advantage
  • Proven contract and project management knowledge and experience
  • Excellent staff coaching, development and management skills
  • Demonstrable knowledge and understanding of skills requirements in Tourism, Energy, Landbased/Heritage sectors and the barriers to growth for businesses
  • Experience and expertise in managing budgets
  • Authority and credibility to build strong relationships and engage successfully with external partners and colleagues
  • Excellent numeracy and written English, proven ability to use Microsoft Office software incl Excel, Outlook, Word, PowerPoint and Microsoft Teams

Responsibilities:

  • To be responsible for the delivery and management of Futureworks vocational numeracy skills programme for Skills Futures ensuring the project is robustly managed and kept on target and in line with audit requirements as defined by Pembrokeshire County Council and DLUHC
  • To support the set-up of vocational skills processes and the recruitment of new curriculum delivery staff with subject knowledge in numeracy/maths curriculum.
  • The line management of project staff, Skills Advisers and administrative support staff, development of a team of Skills Advisers/Assessors.
  • To manage and oversee the diverse aspects of the project ensuring each participating beneficiary (people and businesses) is provided a range of vocational skills opportunities to support their future needs
  • Act as centre coordinator working with a range of awarding bodies (eg City & Guilds, EAL, Lantra, OCR, Cache)
  • To provide close monitoring and reporting of all project activity in line with project requirements.
  • To ensure claims for funding are correct and completed in a timely fashion with the required supporting documentation
  • To work closely with external stakeholders and other organisations to promote/add value to the project
  • To have a full understanding of the funding guidelines and provide assistance to others on the subject when required
  • To establish strong relationships and engage successfully with external partners and colleagues
  • To work with other Programme Managers and teams within the Council to ensure a high standard of skills and business provision
  • To ensure the CRM is kept permanently up to date with all relevant information to fulfil reporting requirements.
