INTRODUCTION
The Maryland Department of Assessments and Taxation (also known as the State Department of Assessments and Taxation, or SDAT) is a customer-focused agency that works to ensure property is accurately assessed, business records are appropriately maintained, and necessary tax-related information is conveyed to state agencies and local jurisdictions. The Department’s responsibilities can generally be split into three main areas: Business Services, Real Property Valuation and Property Tax Credits.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year and six months of general clerical or administrative support experience, at least nine months of which must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

Experience with Maryland State employee leave and retirement benefits within the State Personnel Management System (SPMS) or similar system.
Experience working with Workday with Maryland State.
Experience designating FMLA for employees in a public or private sector organization.
Experience working in a fast-paced, customer and team-oriented work environment.
Professional oral/written communication and interpersonal skills.
Experience using Microsoft Office applications, Google, and entering data into a database system.
Experience working with the public via telephone, in-person and via written correspondence
Responsibilities:
MAIN PURPOSE OF JOB
The main purpose of this role is to manage a range of comprehensive personnel-related tasks in support of the Office of Human Resources within the Department of Assessments & Taxation. Responsibilities include coordinating health benefits, managing retirement or leave processes, handling recruitment inquires, and Workday transactions.
POSITION DUTIES
HR Generalist Duties: Serve as a full performance HR generalist, interpreting and applying a broad range of policies and procedures across various HR areas, including recruitment, employment services, classification, compensation, benefit coordination, and employee relations.
Workday Transactions: Initiator for processing transactions as requested on Personnel Action Requests (PAR’S) in Workday. Learn to evaluate PARs & position description forms (MS-22) to determine appropriate Workday transaction to initiate.
Recruitment and Examination: Assist with annotation of application. Process hires within Workday. Add all required documentation into Jobaps 360.Directs and Monitors applicant job interviews. Assists in conducting on-site applicant interviews. Conducts Workday Onboarding and New Employee Orientation for new employees, promotions, demotions and transfers, ensuring all paperwork is completed timely and accurately
Timekeeper: Learn to serves as the timekeeper for the agency; learn to establish and maintain all timesheets and supporting documentation for accuracy and completeness
Retirement Administrative Duties: Maintain the Retirement Report. Processing citations and plaques for retirees. During orientation brief new hires on retirement processes. Ensure all retirement forms are up to date.
Leave Coordinator: Serves as the leave coordinator for the agency to include all leave offered by the State of Maryland. As leave coordinator responsibility includes maintaining and completing all leave records and reports.
