Description:

THE ORGANIZATIONAL SETTING

As part of ICAO’s A41 Assembly in September 2022, a meeting was held between ICAO’s Capacity Development and Implementation Bureau (CDI), ICAO’s MID Regional Office and the CAA of the Sultanate of Oman to discuss possible areas of cooperation between the CAA and ICAO.
This Project, OMN22801, seeks to address the discussions held during the above meeting and subsequent conversations, through the provision of continued assistance with the aim to expand the areas of cooperation as required during the lifetime of the project.
The initial project scope consists of the recruitment and deployment of ICAO International Experts with the status of Operational Assistance (OPAS) as agreed, as well as the administration of their contracts, salary payments and other entitlements.

QUALIFICATIONS AND EXPERIENCE

Education

  • University degree in aviation related field or equivalent qualifications.

Responsibilities:

Function 1 (incl. Expected results)

Under the functional responsibility of CAA and with coordination on administrative matters with CDI, achieving such results as:

  • Develop a clear work system with an organizational structure for the Personal Licensing Section in line with the requirements of the International Civil Aviation Organization.
  • Establish, monitor and update / develop CAA regulations and the entire documents for technical instruction such as (forms – checklists – certification …. etc.) and all the related documents for PEL according to ICAO SARP’s.
  • Provide on-the-job training to CAA PEL personnel and other stakeholders, as appropriate.
  • Develop training documentations and guidance materials.
  • Carry out all necessary functions of the Personnel Licensing Section.
  • Provide the training materials for each trainee in PEL Section.
  • Establish an action plan for all the CAO protocol questions of all critical elements (CE-1 to CE-8) regarding for all flight safety PQs.
  • Deliver and assist PEL employees in obtaining the necessary courses and identifying the courses they need.
  • Qualifying PEL counterparts in the Civil Aviation Authority to perform work tasks in PEL Section in terms of decision-making and a discreet work mechanism.
  • Advise and assist in the development and improvement of procedures and guidelines for the issuance of licenses and ratings, as well as in the conduct of examination of flight crew members, aircraft maintenance technical staff, flight dispatchers and air traffic controllers, in accordance with ICAO SARPs and other relevant guidance material.
  • Assist CAA OPS inspectors (when needed) in activities related to certification, approval and supervision of aviation training organizations.
  • Raising inspection non-conformances, reviewing corrective action proposals, closing or escalating non-conformances as appropriate.
  • Check the files of civil aviation personnel for completeness and integrity and identify any shortcomings.
  • Propose a new documentation system in the area of certification and licensing based on ICAO standards, guidance material and best practices.
  • Responsible for preparing and assist in implementation of a formal training programme for personnel licensing staff.
  • Provide input for the development and implementation of the State Safety Program (SSP) with regards to personnel licensing, in accordance with ICAO SARPs and other relevant guidance material.
  • Assist in the preparation of USOAP Continuous Monitoring Approach (CMA) and related CMA activities such as CMA Audits, ICAO Coordinated Validation Missions (ICVMs), Self-Assessments and development and follow up of subsequent Corrective Action Plans (CAPs) including resolution of Significant Safety Concerns (SSC) in the area of PEL, if any.
