DESCRIPTION
The Personnel Technician I position is a unique position that will serve as a liaison between the Johnston County Department of Social Services and County Human Resources Department. We are seeking a dynamic and outstanding person, who is a self-starter, works independently, is flexible, takes initiative, possesses a strong work ethic and has experience performing personnel duties in a local DSS agency. This person will be responsible for ensuring that the agency complies with the provisions of the NC Office for State Human Resources (NC OSHR) policy subject to local governments and the Johnston County Personnel Policy.
The person hired for this position will be responsible for interpreting, applying, and communicating a variety of policies, procedures, and regulations. The person must exercise sound judgment in gathering and evaluating employee and position information. The person must be able to establish and maintain effective working relationships with employees, administrative staff, internal and external partners and the general public. The person must be able to express oneself clearly and concisely in oral and written form.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to use judgement and to apply selected policies, procedures, and regulations maintaining and processing personnel transactions; to gather and compile routine NC personnel information from potential or present employees, supervisors, and management personnel; to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to understand and carry out complex oral or written instructions; to work independently and to assign and review the clerical work of other employees (may be required). General knowledge of personnel policies and procedures of the program or functional area of assignment.
DESIRED EDUCATION AND EXPERIENCE
Graduation from high school and four years of progressively responsible administrative or clerical work including at least one year of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or graduation from a four year college or university; or an equivalent combination of training and experience.
Responsibilities:
DUTIES AND RESPONSIBILITIES
- Independently develop and facilitate trainings to employees, supervisors and upper management
- Coordinate and assist with the hiring process of agency staff and prepare vacancy positions utilizing NeoGov’s applicant tracking software
- Complete the candidate qualification process
- Support management staff as required
- Maintain a database of the probationary period of new hires
- Ensure that Human Resources New Hire Benefits packets are distributed
- Coordinate and facilitate the DSS New Employee Orientation
- Serve as the liaison with County Human Resources for ADA and FMLA requests, Workers’ Compensation reports, and drug testing
- Serve as liaison with the County Risk Manager for background checks on contract employees
- Complete reports to management and analyze areas which require attention to detail
- Handle confidential or sensitive information and maintain personnel records and files
- Use judgment to apply selected policies, procedures, and regulations in maintaining and processing personnel transactions
- Organize and prioritize work assignments and accurately prepare HR documents and enter information into the computer system
- Utilize effective communication techniques, both orally and in writing
- Ability to resolve problem situations and be resourceful in gathering and giving information
- Ability to understand and carry out complex oral or written instructions
- Ability to interpret program policies, rules, regulations, and procedures for departmental personnel and the general public
- Ability to answer most inquiries and questions independently
- Ability to establish and maintain effective working relationships with county officials, employees, and the general public
- Responsible for assisting with the agency’s recruitment process and record management
