QUALIFICATIONS
Education and Experience:
- A university graduate degree in planning or a related discipline.
- Minimum of one year of professional experience related to the duties and responsibilities of the position, or an equivalent combination of education and experience.
- Membership or eligibility for membership in the Canadian Institute of Planners is desired.
Knowledge, Skills, and Abilities:
- Considerable knowledge of planning, engagement and research methodologies.
- Knowledge of the City’s community and area plans, and related policies.
- Ability to development and review land use policies and area plans in a multi-stakeholder environment.
- Ability to manage and complete projects or distinct components of a larger work program.
- Ability to provide policy advice and/or leading policy enquiry reviews.
- Ability to clearly communicate complex issues through Council reports and presentations, or comparable documentation and presentations.
- Ability to develop and conduct public engagement processes.
- Knowledge and experience of placemaking and public space activation, and its use as part of engagement processes.
- Ability to exercise initiative and sound judgement in managing workload while delivering projects on time.
- Ability to work independently and participate successfully in work teams.
- Knowledge of a second language is considered an asset but not required.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE AND FUNCTION
The Planner I will be a key member of Community Planning, within the Planning, Urban Design and Sustainability department. The position will provide professional and technical services towards the implementation of the recently adopted Vancouver Plan, community plans, as well as the development of new area plans, city-wide land use policy and district schedules. The position will also provide professional services to support policy enquiries, rezoning enquiries, and rezoning applications. Communication and engagement with residents, stakeholders and Council, as well as collaboration with other City departments and external agencies, will be a key aspect of this position.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Provides a range of professional services and technical support related to neighbourhood-scale area planning, including development of new land use and community planning policy, district schedules and guidelines.
- Designs and conducts public and stakeholder consultation activities, including meetings and workshops.
- Conducts complex policy research and data analysis.
- Reviews and provides policy advice on rezoning enquiries and applications.
- Writes reports, facilitates meetings, and presents to other staff, management, City Council and external stakeholders.
- Works with community members, stakeholders, and representatives from other City departments to support the delivery of public benefits and public realm improvements.
- Supervises junior staff and provides direction and guidance to professional consultants engaged by the City.
