The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Head of Digital Enforcement and Data Analytics, the Platform Manager is accountable for an integrated portfolio of tools, products, and platforms at the OSC. The platform manager will lead one or more multidisciplinary teams that can design, build, and continuously improve a digital service or product line. The Platform Manager plays a leadership role and defines features of a digital product in support of the overall digital strategy. They are responsible for one or more digital products on an ongoing basis until a service or product is decommissioned.
The Platform Manager will provide direction, leadership and support in the development and implementation of product visions and roadmaps and will act as a point of escalation for issue resolution related to assigned products.
Delivering Business Value
- Ensure that OSC’s platform roadmaps are built and executed with appropriate feedback and input from internal and, where applicable, external stakeholders. Engage extensively with these groups when the platform features are rolled out.
- Leverage customer journeys, behavioral insight and other design technologies to redesign business processes and create efficiencies.
- Collaborate with the Enforcement Division and other OSC business areas on designing and testing user experience and engagement methods.
- Identify problems or situations that are new or without clear precedent; research and evaluate alternatives and establish solutions using a systematic, multi-phase approach with measurable targets.
- Engage with teams to establish, measure and analyze key performance indicators (KPIs) to measure the effectiveness of new digital solutions.
- Partner with business stakeholders to develop and maintain technologies in support of business areas as required. These platforms include evidence management, Open Source Intelligence (OSINT), and data science platforms.
- Assist in the development of procurements for areas including evidence management, OSINT, and data science platforms, working closely with technical specialists, procurement, legal, enforcement teams and other business areas to document business needs, assess vendors, and select and implement solutions.
- Collaborating with Enforcement and technical specialists to establish and monitor standards for the various platforms, ensuring operational effectiveness.
- Working closely with the Canadian Securities Administrators (CSA) counterparts, collaborating on business processes and considering other avenues for cooperation.
Execution
- Coordinate project prioritization, organize complex tasks and work with business, technical and subject matter experts and other team members to certify that deliverables are successfully completed, and milestones are met
- Facilitate effective user acceptance testing, training and change management when deploying new features or new products
- Develop and manage annual and quarterly budgets and resource plans that adhere to OSC policies and operating standards
- Monitor progress to verify planning objectives are delivered on time and within budget, and review results to ensure anticipated business results are achieved; effectively communicate any off-plan variances and exceptions
- Effectively manage the approval process (i.e. preparation and delivery of market research and analysis, documenting vendor offerings and presentation material)
- Support business areas with contract management, acting as the point of contact for vendor relations, procurement teams, and end-users
- Track performance of team via budget tracking, dashboard and metrics on utilization, resource allocation and other product planning KPIs as required
Team Lead
- Organize and motivate agile teams to translate, conceptualize and define broad directives into actionable deliverables and follow through to completion
- Provide leadership, oversight and direction to team relating to roles, responsibilities and expectations and monitor work assignments to ensure adherence to timelines
- Champion a cohesive operating team by establishing consensus, ensuring individual ideas are heard and worked on as a collaborative team
Skill Requirements
As a senior member of the team, you will have previously worked with clients in similar capital markets or in a regulatory or financial setting. You thrive in an environment that allows you to leverage your broad skillset across the entire product lifecycle. Your experience enables you to solve complex business problems and lead a team through collaboration for early discovery and understanding of the problem space, ideation and design thinking, the iterative prototyping and creation of the business and solution architecture, right through to technical delivery, implementation and contract management.
- A talent for communicating technological and business concepts and presenting them to a diverse audience of stakeholders both of a technological and non-technological background at all levels of seniority
- Understanding of multiple lines of business to facilitate communication between multiple stakeholders efficiently and effectively, with a deep understanding of the principles, practices and theories in Product and Project Management
- Financial background in budgeting, forecasting, and tracking of actuals
- Ability to use data, research, and experience to drive roadmap decisions
- Skilled negotiator and communicator with superior written and verbal communication skills
- Advanced critical thinking, analytical and decision-making capabilities
- Excellent leadership abilities to guide and direct project team and vendors
- Results oriented and deadline driven with an ability to multi-task, set priorities, coordinate and schedule effectively
- Excellent project management skills and ability to apply project management methodologies in the context of a large, complex, multi-jurisdictional IT project
Education/Technical Training Requirements
- Undergraduate degree or diploma in Business, Finance, Engineering, Systems Design, Computer Science or a related discipline – or a combination of education, training and experience deemed equivalent.
- Subject matter expertise with financial and other core business operations processes, preferably in the public sector
- Relevant designations considered an asset: Agile certification (Agile Certified Professional, Certified Scrum Product Owner), Certified Product Manager, Project Management Professional (PMP) or PRINCE2, PROSCI certification
Experience
- 5-7 years of experience in similar capital markets role in a regulatory or financial setting or public sector
- Extensive experience leading enterprise-wide business transformation initiatives including strategy, planning, requirements definition as well as design, build, test and implement as appropriate.
- Extensive experience with vendor management / contract negotiation and renewals.
- Experience in managing multi-discipline and multi-jurisdictional business projects.
- Experience managing diverse stakeholders and delivering projects on time, quality and scope while brining consensus amongst the stakeholders.
- Experience coaching team members
- Experience with agile methodologies an asset
