QUALIFICATIONS

University graduation in a related field (Social Sciences, Public Policy, etc.) plus 4 years progressively responsible related experience in conducting policy or legislative research, analysis and development; or
Equivalency: Directly related education or experience considered on the basis of:
1 year of experience for 1 year of education.

Preference will be given to those who have experience in:

  • Knowledge of Alberta’s Child Care framework and major child care initiatives including theory, practice and delivery that guides work in this sector.
  • Ability to communicate complex concepts using clear succinct language and plain English writing.
  • Ability to coordinate and synthesize information in a rapidly changing environment.
  • Developing, evaluating, implementing policy initiatives, programs, and services.
  • Demonstrated experience building effective partnerships when working with multiple internal and external stakeholders. Capacity to develop shared understanding and outcomes through facilitation, consultation, consensus-building and conflict management..
  • Reading and interpreting legislation.
  • Overall awareness of Ministry legislation and regulations.
  • Strong organizational skills, with ability to manage multiple, diverse, complex, and sensitive assignments within fixed timelines.
  • Strong team and interpersonal skills, ability to promote teamwork, collaboration, and partnership.
  • Communication skills and training on difficult conversations, facilitation, leadership, etc.
  • Strong planning, analytical, issues management and consultative skills are required.
  • Ability to work independently, be proactive and take initiative.

The successful candidate will report to the Manager, Child Care Policy within the Child Care Branch. The position will be responsible for policy and work associated with the review, development, implementation and evaluation of programs and services for child care and early childhood development. This position is for a policy expert with a focus on program and operational policy initiatives relating to facility and home based child-care delivery, inclusive child care, child care subsidies, licensing and worker certification. You will be required to work with a range of areas within Jobs, Economy and Trade, other ministry partners, community stakeholders and represent the department in interdepartmental and external committees and engagements.

Main responsibilities include but not limited to:

  • Act as a strategic resource, leading and supporting the unit, branch, regions, and department on priority projects to ensure timely and high quality deliverables relating to child care program policy, subsidy policies, legislation and grants.
  • Conduct research and draft briefing notes, position papers, proposals, correspondence and responses to enquiries from the public, Minister/Deputy Minister/Assistant Deputy Minister.
  • Represent the department and provide leadership as required on interdepartmental and/ or external stakeholder committees.
  • Lead and participate on working groups and committees with staff from across the branch, and other divisions as needed.
  • Consult and liaise with a variety of stakeholders within and outside of the branch, division, department and government.
  • Support action plans and reporting on multilateral and bilateral funding agreements with the federal government.
  • Lead project planning, budgeting and monitoring and grant management and reporting.
  • Provide specialized training and general presentations to Jobs, Economy and Trade (JET) ministry management, delivery staff and other stakeholders.
  • Provide cover off for the Child Care Manager, when required.
