Description:

The Office of the General Counsel at The University of Winnipeg supports the President’s Office and senior administration on matters related to the general stewardship of the University’s Policy Framework, including the review, development, evaluation and implementation of policy-related issues.
The Policy Analyst is a full-time continuing position within the Office of the General Counsel. This position is responsible for providing primary support on matters relating to policy development, review and implementation. The successful candidate, under the direction of the Senior Policy Analyst, will be responsible for conducting research to inform the development of policies based on both internal evaluation and analysis of existing practices at UWinnipeg and external practices of other post-secondary institutions.

QUALIFICATIONS:

  • Master’s degree in the Social Sciences preferred; Undergraduate degree required.
  • Minimum 3 years of related experience, preferably in a post-secondary institution, including policy analysis and development.
  • Knowledge of, exposure to, and deep interest in higher education and public policy.
  • Experience in developing corporate/government policy.
  • Knowledge of the goals, policies, and resources of the University of Winnipeg, including the variety of disciplines and the physical and financial resources of the University.
  • Strong oral and written communication skills, including public speaking.
  • Demonstrated ability to communicate complex educational policy issues to broad audiences.
  • Strong interpersonal skills, including a demonstrated ability to establish collaborative relationships.
  • Demonstrated ability to interact effectively with faculty and academic leadership at all levels of the university.
  • Ability to maintain a high level of confidentiality.
  • Ability to prioritize and manage multiple tasks simultaneously.

Responsibilities:

  • Conduct research, literature reviews, and environmental scans for use by the Senior Policy Analyst on matters relating to institutional policy formulation and decision-making activities.
  • Write briefing notes and summary policy papers for use by the Senior Policy Analyst and General Counsel on identified policy priorities.
  • Assist with policy review and development in accordance with the Annual Policy Agenda.
  • Collect, analyze, and compare policies and policy-related initiatives locally, nationally, and internationally to inform and advise the Senior Policy Analyst and the General Counsel and to inform the potential development of policies at UWinnipeg.
  • Assists with stewardship of the UWinnipeg Annual Policy Agenda (including supporting campus-based consultations, managing and tracking input from various internal and external sources, updating documents, meeting organizing, memo preparation, etc.).
  • Assists with the management and upkeep of the UWinnipeg Policy Library.
  • Maintains and updates the UWinnipeg Policy Website.
  • Other duties as required and assigned by the Senior Policy Analyst and the General Counsel.
