EDUCATION
- Master’s degree in international development studies, political science, sociology or a related
field from an accredited academic institution with five years of relevant professional experience;
or,
- University degree in the above fields with seven years of relevant professional experience.
EXPERIENCE
- Progressively responsible eexperience in the field of migration governance and policy, for
example in national or local government, regional entity, international organization, academic
institution, non-governmental organization (NGO) or think tank;
- Experience of managing projects and programmes with a clear focus on informing migration
policy development;
- Experience of supporting and working with cross-functional teams in a dynamic environment;
and,
- Experience of working with UN partners, government counterparts and other stakeholders.
SKILLS
- Track record of supporting governments, international organizations and other stakeholders to
understand and address policy challenges;
- Strong track record of delivering capacity development initiatives on policy development;
- Expertise across the breadth of processes and issues related to policy development and
migration governance, and a capacity to apply this to a range of contexts and situations;
- Excellent communication skills, including presentation and facilitation skills, as well as editing
and writing;
- Strategic thinking, including demonstrated ability to organize complex ideas and place them in
a wider organizational context;
- Strong relationship-building skills and ability to drive consensus among diverse stakeholders
with tact and discretion;
- Proven organizational skills, including the ability to manage programmes with long and
short-term priorities;
- Maturity of judgement to ensure appropriate handling of sensitive issues;
- Proven ability to work effectively and harmoniously within a team of colleagues from varied
cultures and professional backgrounds;
- High sense of responsibility and motivation; and,
- Information Technology proficiency with Microsoft Office applications, including Word, Excel,
and PowerPoint.
Responsibilities:
- Support the development of organizational policy capacity and learning in coordination with
Staff Development and Learning, and the Africa Capacity Building Centre (ACBC), including by
promoting innovation of policy capacity development programmes and tools, ensuring their
regular updates, undertaking policy reviews and establishing synergies with other key capacity
development initiatives. - Effectively implement flagship capacity development programmes under PSCU’s oversight
(the Essentials of Migration Management 2.0, the Essentials of Migration Policymaking, and the
Leveraging Global Frameworks through Policy and Programming), including by providing
technical guidance and support to relevant units, internal coordination, establishing processes to
ensure high-quality delivery, undertaking monitoring and evaluation, as well as internal and
external communication of results. - Strengthen institutional capacity by providing support and collaborating closely with relevant
parts of IOM Headquarters (HQ), UN Network on Migration, Country Offices, and Regional
Offices in their migration policy development work, as needed, as well as facilitate the inclusion
of policy capacity development in strategic planning and reporting processes. - Ensure ongoing relevance and enhance impacts of IOM’s policy capacity development work
by facilitating the delivery of the IOM Policy Agenda, providing expert advice to governments
and partners on migration policy and developing new partnerships. - Support resource mobilization for policy capacity development, including by designing
proposals and operational frameworks, ensuring the integration of capacity development
components into other projects and programmes in coordination with other IOM
Departments/Units, and liaising with donors. - Promote migration policy knowledge management, exchange, and a culture of learning,
including through the establishment and maintenance of relevant communities of practice,
supporting and advising on peer-exchange and organization-wide sharing including through
Regional Policy Peer-exchanges (REPEX), consolidation and use of relevant learnings,
information, and tools. - Represent the Policy Coordination Unit at technical working level events and meetings.
