Description:
The Policy and Governance Coordinator reports directly to the Manager of Governance Services and contributes to the overall effective and efficient delivery of a centre-led corporate policy program. This position provides professional advice to the organization and manages the corporate policy program by leading staff through the policy development and updating process.
This position contributes to ensuring there is a cohesive framework to govern policies and bylaws within Strathcona County. This includes providing support for the administration of Council bylaws and supporting the development and implementation of Council governance policies and bylaws. Also, under the leadership of the Manager of Governance Services, this position will provide support to a number of programs, including Council orientation.
This role may be eligible to participate in our hybrid work program. The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta.
QUALIFICATIONS AND SKILLS:
- University Degree, preferably in Public Administration, Political Science, or Law
- Minimum of 7 years of experience in a government setting or an industry with a regulatory framework that requires significant reliance on corporate policies is required
- Experience in drafting policies, procedures, and related documents is required
- Master’s Degree with 5 years of experience would be considered an asset
- Comprehensive understanding of the municipal government structure, programs, and services as well as strong familiarity with the political and administrative functioning of other levels of government
- Superior communication skills, including the ability to summarize complex concepts and ideas in plain language and to express corporate policy goals in a legislative framework that can be understand and explained to others
- Ability to create and foster relationships and work with cross functional teams
- Strong initiative and proven ability to adapt to changing priorities and circumstances

Responsibilities:
- Provide leadership, advice, and direction on the process for the systematic analysis, review and update of policies
- Lead projects to address the development of policies and related initiatives
- Conduct research and analysis, including benchmarking, cross jurisdictional scans, and review of best practices
- Providing high-quality drafting services
- Review and update policies and related documents
- Prepare reports regarding corporate policy development, including alignment with relevant County plans and frameworks, as well as legal, organizational, operational and administrative considerations
- Work closely with County staff, cross-functional teams and other interested parties to obtain and organize information (research, statistics, legal opinions) for review and analysis
- Identify opportunities for change and makes recommendations based on need for policy updates, including implementation and compliance requirements
- Provide specialized advice and guidance to elected officials and administration with respect to policy development, requirements, and formats
- Provide corporate training to staff on the development and implementation of policies and related topics as required
- Support the development and review of Council governance policies and bylaws by providing research and analysis support, drafting Council and committee reports, and drafting policies, bylaws and procedures
