Description:
MINIMUM QUALIFICATIONS:
Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelor’s Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis. Preference will be given to applicants with a working knowledge of the Maine Administrative Procedures Act, experience with writing rules, and a proven ability to research laws and regulations.

Responsibilities:
The Department of Health and Human Services Office of Aging and Disability Services (OADS) is looking for a Policy Manager. This full-time position works to ensure efficient and effective policy development at OADS. This position is supervised by the Policy & Program Development Manager. Essential duties include:
- Plan, coordinate, and develop rules in adherence with the Maine Administrative Procedures Act (M.R.S. Title 5, Chapter 375, § 2) related to State-funded services administered by OADS (C.M.R. 10-149 and C.M.R. 14-197) and MaineCare programs related to long term services and supports (C.M.R. 10-144, Chapter 101);
- Research State and Federal statutes and regulations and develop policies for the provision of developmental disability and brain injury services, adult protective services, public guardianship, aging and long term-care services;
- Collaborate with program directors and managers at OADS, others at DHHS, the Office of the Attorney General, and external partners;
- Perform other duties to facilitate the management of accurate and up-to-date rules for the administration of services to support older adults and adults with disabilities;
- Prepare and conduct public hearings on proposed rules;
- Provide support for OADS-related administrative hearings, including representing OADS at client appeals and hearings, and preparing all associated documentation for the process;
- Lead the internship onboarding and coordination process at OADS;
- Make operational process improvements within the OADS policy unit;
- Supervise staff as assigned, including temporary, contract, and/or permanent state positions; and
- Participate in Request for Proposal (RFP) and other competitive procurement evaluations as needed.
