Policy Research Associate

OCCUPATIONAL SUMMARY

Duke-Margolis has an opening for a Policy Research Associate with a focus in health care finance.
This position manages the day-to-day execution of complex Duke-Margolis research and policy projects and provides significant subject matter expertise related to private investment in health care and biomedical innovation, business practices across various health care and innovation settings, and health care financing. In this role focused on content and high-level project management, the Policy Research Associate produces high-quality work products independently, demonstrates technical leadership and collaboration with other team members and senior external collaborators, and delegates project activities while consistently meeting internal and contractual deadlines. Primary responsibilities include management of complex research and policy activities to achieve project objectives; researching and analyzing health finance and investment challenges, including conducting background research; conducting quantitative financial analyses to support project goals; drafting written products including summary documents, blog posts, peer-reviewed publications, and policy briefs; effectively engaging policymakers and high-level external stakeholders; and managing the agenda, content, and speakers for Institute events and convenings.
Duke-Margolis has offices in both Washington, DC and on Duke’s main campus in Durham, NC. The base worksite for this position may be either location. Employees are currently working in a hybrid capacity with a combination of teleworking locally to the base office area (DC/MD/VA or NC, respectively) and in-person team collaboration days.

MINIMUM REQUIRED QUALIFICATIONS AT THIS LEVEL

Education/Training: Typically requires a Bachelor’s degree in a field related to the position (e.g., policy, public health, public administration, economics, science, engineering, law, or field directly related to the position). Master’s or higher advanced degree preferred.
Experience: Work requires a minimum of six years of progressive experience in policy/research/data analysis at the international, federal, regional, and/or state level.
Or an equivalent combination of relevant education and/or experience.

Desired Skills:

  • Excellent research and writing skills. Proven competence in leading research projects.
  • Excellent organizational, project management, and communication skills, including the ability to transform complicated information into materials that are easy to understand.
  • Demonstrated proficiency in policy research and/or business analysis, including the ability to synthesize content from a broad range of sources.
  • Data analysis capabilities preferred.
  • Proven ability to plan and organize content with creativity and attention to detail, crafting an argument for specific audiences and appropriately translating scientific or technical details.
  • Knowledge/experience in specialized areas of health policy relevant to the position, including familiarity with current trends in private health care investment, health care and biomedical innovation, health care business practices, and health care financing and regulation.
  • Ability to interact professionally and foster positive collaborative relationships with senior-level individuals (e.g., local, state, and national leaders), stakeholders, and organizations.
  • Ability to exercise good judgement and initiative.
  • Must be able to function independently and collaborate effectively with others.
  • Ability to coordinate a variety of activities simultaneously, complete work with limited oversight and supervision, and manage a project team effectively.
  • Must be comfortable working in a fast-paced environment with varied responsibilities, and able to assess the impact of and respond flexibly to changing conditions.
  • Knowledge of Microsoft Office and relevant research and analytic software.
  • Training or experience in the fields of business or finance, private investment, health policy, public policy, or data science is preferred.
  • Ability to travel approximately 10%.

Duke University provides an annual base salary range for this position as USD 89,850 to USD 145,200. Duke University considers factors such as (but not limited to) scope and responsibilities of the position; candidate’s work experience, education/training, and key skills; internal peer equity; as well as market and organizational considerations when extending an offer.
