You will lead, manage and co-ordinate all aspects of large scale bids/proposals (and sometimes PQQs) ensuring that high quality, compelling proposals are delivered to the customer in a manner consistent with the Balfour Beatty Gated Lifecycle and our strategy for winning the right business.
You will establish and maintain positive and effective relationships with customers and will manage elements of the Technical Services team, with focus on bidding and estimating within the Delivery Unit, to deliver technical support during the tender and delivery process.

What you’ll be doing

As a Pre-Construction Manager, you will have the following responsibilites:

  • Participate in the selection of realistic, achievable, profitable opportunities
  • Formulate and agree bid, proposal & win strategies with senior management to secure profitable orders
  • Form relationships with the customer to develop clear understanding of their requirements to enable development of our value proposition
  • Establish, manage and maintain an approved budget
  • Oversee and lead the preparation, coordination and delivery of presentations to customers as required, to successfully communicate our proposals
  • Attendance at key customer meetings and industry events (e.g. bidder open days)
  • Oversee the establishment, production and implementation of pre-construction management processes.
  • Develop technical expertise to differentiate the regional business from competing regional businesses
  • Ensure that technical support is provided throughout bids/proposals and delivery as required
  • Provide leadership to the design, development and engineering solutions teams, ensuring effective resource allocation to bid/proposal teams and projects
  • Lead and manage teams effectively to work with customers, to optimise value in bids/proposals and on projects
  • Support the Delivery Unit Commercial team in post bid/proposal negotiations
  • Ensure that identified risk and opportunity is managed as part of the pricing process
  • Participate in providing the “winning strategy” including margin/profit decisions
  • Supervise and provide commercial & technical advice to estimators
  • Assist with and prepare documentation for submission to the customer
  • Ensure that considered responses are produced to customer generated questions / queries during / after the tender/proposal process
  • Ensure that appropriate and adequate handover information is generated to enable the project operational and commercial team to fully understand the delivery strategy adopted in the tender/proposal and that all relevant documentation is transferred!

THE FOLLOWING QUALIFICATIONS ARE ESSENTIAL:

You will hold a valid CSCS card, hold membership of a relevant professional body such as RICS, CIOB or ICE or be qualified through experience gained in a similar role.
