QUALIFICATIONS

  • Diploma/Certificate in Construction Management, Urban Planning, Architecture, or a related field is an asset but not mandatory.
  • Minimum of 5 years of experience in the construction industry, preferably in an estimating role and scheduling focused on pre-construction.
  • Proficient in construction terminology, blueprint reading, and estimating software (e.g., Bluebeam, ProEst, Yardi CM Estimating). Focus on AI systems is of strong benefit.
  • Strong understanding of construction methods, materials, and costs.
  • Professional and ethical interpersonal skills, with the ability to resolve conflicts, and excellent verbal and written communication skills.
  • Excellent analytical and mathematical skills with attention to detail.
  • Strong communication and interpersonal skills to work effectively with diverse teams.
  • Proficient in using a computer and Microsoft Office programs such as Outlook, Word, Excel and MS Project
  • Strong analytical skills with experience in compiling and interpreting large sets of data.
  • Proficiency in software platforms, scheduling tools, and data visualization tools (e.g., Excel, Power BI, Procore).
  • Able to manage multiple tasks and competing priorities in a fast-paced work environment.
  • Must possess a valid G driver’s license and maintain a clean driving record.
  • Knowledge of local building codes, regulations, and industry standards.

Responsibilities:

ROLE SUMMARY AND PURPOSE

The Pre-Construction Project Manager assists the development team by assisting the VP of Development and construction with constructability, site logistics and estimating/budget-related duties during the pre-construction phase. Ensuring accurate project documentation, cost analysis, and effective communication with all stakeholders from City Planners, and hired consultants. This role supports the departments ability to support projects between the planning process and construction ready state.

PLANNING RESPONSIBILITIES:

  • Assist in managing and attaining documents required for Site Plan Approvals. Works to ensure responses are gathered in a timely fashion to ensure documents are produced and advance projects to the permit application and permit ready stage.
  • Responsible for the initial application for high rise building permits - filing of the application

SECONDARY RESPONSIBILITIES:

  • Attend meetings with regulatory authorities and stakeholders as needed.
  • Visit City Hall or other regulatory offices as required.
  • Perform additional duties as assigned.
