CO+I is responsible for delivering Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. The role of the Principal Construction Project Manager (PCPM) requires strong interpersonal, communication and organizational skills, ability to self-direct, strong background in Data Center design, engineering, controls, and operational requirements and an emphasis on project/construction management, Data Center lease market experience, client representation and project and Project level services.
The PCPM is the Employer’s Representative and is responsible for the delivery of core & shell and tenant improvements for multiple Data Centre projects across the region.

This role is located either in one or all hub locations – Helsinki, Finland. Relocation support will be provided, and successful candidates must relocate or reside within 50KM of the Data Centre site location.
QUALIFICATIONS
Required/Minimum Qualifications
- Bachelor’s degree in civil engineering, Mechanical Engineering, Electrical Engineering, Construction Management or an equivalent engineering science OR significant related senior construction management experience in lieu of a degree.
- Significant recent experience in construction management of large, complex projects involving large-scale mechanical, electrical, and plumbing (MEP) plants. (Directly manging contract range between 250million – 500million+ Euro
- Solid experience directly managing, mentoring, leading, and coaching construction management and/or commissioning professionals and leading teams.
- Solid experience hiring, promoting, disciplining, and developing teams of professional construction/engineering staffs.
- Good recent experience delivering full life cycle hyperscale Data Centre projects, or similar in scale & complexity industrial or pharmaceutical projects.
- Strong detailed understanding of electrical and mechanical principle to actively support vendors, contractors and other teams involved in the construction and commissioning of various systems such as; High, Medium and low voltage power systems, Generators, Uninterruptable Power Supplies (UPS’s), Air Conditioning HVAC, Exhaust Fans, Chilled Water Systems, Building Management systems (BMS), Electrical Power Monitoring Systems (EPMS), Testing and balancing and Pumps and Hydronic systems, Switchgear, Circuit Breakers, Automatic Transfer Switches (ATS’s) and Transformers.
- In-depth knowledge and experience of change / incident management.
- Ability to learn new technologies related to Data Centres
- High literacy in security, safety and customer data protection.
- Solid communication and decisions making skills in challenging situations and in a fast-paced environment.
- Strong understanding of maintenance and corrective break-fix planning on mission-critical infrastructures
- Strong knowledge required to review/provide multi-discipline input into the scheduling, test script development, designing, and planning of projects
- Capable to review component submittal packages, understand requirements for Factory Witness Testing (FWT),
- General contractor and vendor management experience (request for proposals, bidding, change orders) associated with construction and project execution
- Strong leadership to drive audit activities to ensure compliance with environmental, quality, and safety requirements
- Understand electrical engineering principles including breaker coordination studies, switch-gear sequence of operations, local electrical codes.

ROLE OVERVIEW
- As Principal Construction Project Manager (PCPM) you are expected to set clear, achievable, and aggressive goals; to help the team strive for the optimal delivery of your schemes. (Safety, Quality, Schedule, Commercial, Environmental and HR/IR compliance outcomes). You define and communicate your team’s purpose and goals, to ensure alignment to the holistic EPC regional OKR goals and DCEP schedule commitments. The PCPM is expected to understand how to innovate and mitigate all scheme constraints/issues, clearly drive/manage and roadmap a solid path to green as required. The PCPM is expected to have active listening skills required to effectively manage and communicate change and produce clear and concise written communication to (across all key MSFT stakeholders and supporting consultants) manage the day-to-day activities across your schemes.
- The PCPM role is expected to concurrently manage the full project lifecycle function of new builds, fit out[1] of multiple follow on COLO’s builds, spearhead the RFP process for new builds/follow on COLO’s, while also remaining engaged to oversee 2-3No overarching DCD Regional initiatives and provide support to your peers as required. The PCPM needs to take full ownership on delivering aggressive programs while effectively managing large capital budgets.
- The PCPM needs to be exceptionally strong communicator both written and verbally, and will lead multi-discipline, highly technical project teams. The PCPM will be familiar with MSFT HRA’s, DC Basis of Design, and live specifications suite. Your experience is expected to be strong enough to clearly understand and give clear direction on data centre technologies like Shell & Core, Admin Block, CSA, Mechanical systems, Electrical systems, critical path infrastructure for MV cabling, Fibre cabling and campus wide logistics. You will work comfortably with teams and peers from Real Estate, Design Engineering, Construction Management, Finance, Procurement, Site Due Diligence, Global Supply Chain and Live Operations to name but a few. KEY ROLE TASK ACTIVITIES
- Site Due Diligence Managing Support
- Liaise with MSFT stakeholders and provide construction advise.
- Provide construction, demolition, heavy civil schedule advice.
- Provide constructability inputs and assist with developing early works Scope of works.
- Review and provide site set-up, general welfare and holistic logistic inputs.
- Review the interface with live utilities (Power, Water, Fibre, Sewage, etc)
- RFP Managing Support
- Main DCD POC through the RFP process
- Lead the design and construction interface development (ensuring design does not impede on schedule milestone dates)
- Lead the development of the construction schedule (ensuring all key milestone dates align with the in-region SLA’s)
- Lead the GC Technical Queries reviews and response.
- Lead constructability and value engineering reviews / options.
- Contract & Commercial Managing
- Review the B5 process (ensuring construction, general condition and technical clarification compliance)
- Review and align with cost managers for all contract variations (review entitlement, build up of direct costs, prelims) and be in a position to talk to any change during the Change Call Triage Meetings
- Construction Execution
- Lead the Site Safety culture and ensure to set / maintain standards in line with our regional OKR targets.
- Lead the QA/QC culture and ensure to set / maintain standards in line with our regional OKR targets.
- Lead the Schedule predictability and ensure to set / maintain SLAs in line with our regional OKR targets.
- Lead the OFCI stakeholder management and resource reviews.
- Lead all schedule mitigation / acceleration initiatives (to protect your contract milestone dates)
- Manage the Campus PM service Team (interviewing candidates, setting/monitoring KPI targets, leading the performance management and providing regular feedback to the individuals and their line manager)
- Lead the design and construction interface development (ensuring design does not impede on schedule milestone dates)
RESPONSIBILITIES OVERVIEW:
- Project Management
- Drives campus-based delivery solutions (e.g., new or retrofit datacenter facilities). Analyzes technical information and provides recommendations to support solutions. Assists campus teams to establish goals for project teams, assigning responsibilities, measuring performance, and seeking and delivering feedback to achieve timely results.
Technical Acumen
Reviews engineering documentation/designs, site, and building plans by examining and analyzing technical information. Identifies potential risks/gaps and provides recommendations to project teams that mitigate risk and improves overall constructability. Aligns project/program delivery with execution procedures and standards and ensures alignment with organizational standards and commitments.
Change Management
Partners with the Internal CO+I, and other Microsoft key stakeholders (e.g., CSE, ANS, RE&F, etc.) and shares updated process flow information with project team to ensure new processes are being followed that increase program cost savings and improve overall cycle-time and efficiencies.
Drives Results
Facilitates the delivery of metro-based/campus projects (e.g., new construction and/or retrofits) by making timely data-based decisions in partnership with local project team and key stakeholders. Champions team and project goals, adhering to business processes, engaging vendor relationships when/where applicable, and fostering positive cross-group collaboration efforts aligned to the program strategy and milestones.
Managing Resources
Oversees timely execution of all procurement activities associated with resourcing and materials necessary for delivering program on time and within project budget forecasts. Evaluates resources and ensures adequate staffing and materials for job completion.
Project Tracking
Assists with creating and reporting on project progress regarding scope, schedule, standards, and budget.
Coordination
Attends and advises during scheduled owner/architect/contractor and other project meetings.
Goal Alignment
Collaborates and contributes needed technical knowledge to internal teams (e.g., Engineering, Operations, CISSR, CSE, Legal, Project Controls, etc.) and GC/Subcontractors to maintain the corporate vision and goals for the project.
Safety and Regulation
Represents Microsoft as a safety leader and advocate on all Campus/Metro construction programs, ensuring adherence to safety standards and regulatory requirements (e.g., OSHA, or equivalent) to ensure compliance and aggressive management of risk. Conducts routine safety program, project, and contractor audits, and performs and participates in incident investigations.
Risk Mitigation
Communicates risk mitigation goals and develops metrics, dashboards and/or scorecards to track, communicate, and drive progress. Suggests actions to support organizational and national safety goals.
Vendor Management
Advises and monitors the performance of vendors and/or contractors, ensuring compliance with contracts and prior audit results. Reviews vendor performance relative to cash flow and budget summaries (with cost management team) and clarifies those reports in presentations to the delivery and executive teams.
Vendor Selection
Reviews and approves vendor scope of work, design review of site and building plans, pay-application, and invoices.
Financial Acumen
Creates and applies best practices to identify and incorporate cost-effective solutions for the strategic and tactical delivery of a construction project. Applies influence, strategy, and decision-making to drive solutions, schedules, and manages change with clients, sponsors, and vendors.
Budget and Controls
- Monitors the approved project budget and provides oversight and suggests necessary adjustments for project controls (e.g., Project Expenditure Request (PERs), Professional Services Request (PSRs), Change Orders, Pay Applications, etc.).
