Description:

As of the 1 July 2024, QFES will become the Queensland Fire Department (QFD). The QFD encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue, Rural Fire Service Queensland, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
Human Resource Services is responsible for providing professional advice and support to managers and staff across the employee lifecycle including employee entitlements, Human Resource (HR) systems, establishment management and local recruitment and selection. The team also contributes to the design, development and delivery of HR initiatives, policies and resources to ensure compliance and best practice in alignment with whole-of-government, departmental and business unit needs.
Reporting to the Executive Manager, you will lead a team of HR professionals, supporting corporate and operational directorate staff and managers to progress complex people management matters as well as day-to-day human resource activities. You will work closely with subject matter experts, stakeholders and senior management to ensure timely innovative fit for purpose outcomes for our diverse workforce. You will play an important role in the development and application of HR policy, procedures, guidelines and resources to enhance workforce HR capability, as well as coordinate and/or contribute to significant projects and initiatives, identifying risks and providing constructive advice to influence strategic decision making across the department.

Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and manage the delivery of strategic HR advice, support and outcomes on a broad range of people matters to influence decision making processes.
  • Draw insights from collaborative research to design, develop and implement (online and face to face) policy, procedures and resources, including innovative HR strategies and initiatives.
  • Establish and sustain relationships with subject matter experts and internal and external stakeholders to monitor organisational needs and provide solutions to enhance all stages of the employee life cycle.
  • Maintain knowledge of HR practices and systems, emerging trends and industrial instruments to manage change, ensure governance and compliance, and identify opportunities for business improvement.
  • Prepare and present high-level reports, correspondence and briefings relating to a range of complex human resource issues and initiatives in accordance with departmental requirements.
  • Represent QFES and participate in HR projects and working groups to ensure outcomes are delivered within agreed timeframes and meet business needs.
  • Build HR capability across the workforce and enable managers to meet their ongoing responsibility for effective and proactive people management.
  • Build team capability through coaching others, providing performance feedback, conflict resolution and encouraging career development.
