Description:
THE POSITION
There are currently two vacancies for the position of Principal Human Resources Analyst, one vacancy in the Recruitment, Classification, and Compensation Division and one vacancy in the Benefits and Leave Division of the Human Resources Department. The eligibility list established from this recruitment will be used to fill other Principal Human Resources Analyst vacancies during the life of the list, including in the Employee Relations and Training Division. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Human Resources Director.

MINIMUM QUALIFICATIONS
The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
EDUCATION AND EXPERIENCE
- Bachelor’s degree in human resource management, public administration, business administration, psychology, sociology or a related field and,
Three (3) years of experience performing professional level human resources work, including two years of experience related to the area of assignment, which includes two (2) years supervisory experience.
OR
A High School diploma or GED equivalent and,
- Five (5) years of experience performing professional level human resources work, including three (3) years of experience related to the area of assignment which includes two (2) years supervisory experience.
KNOWLEDGE:
- Principles and practices of public human resources administration, including recruitment, testing and selection, classification and compensation, equal employment opportunity, employee benefits, workers’ compensation, EEO, and employee and labor relations, depending upon area of assignment.
- Applicable federal, state and local agencies, laws, codes, and regulations, related to area of assignment.
- Research methods and statistical analysis.
- Conflict resolution and mediation principles.
- Methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar.
- Office practices, methods and equipment, including computer and applicable software.
- Principles and practices of employee training program design and implementation, depending upon area of assignment.
- Methods and techniques of supervision, training coaching, mentoring and motivation.
ABILITIES:
- Plan, coordinate and perform a variety of professional level human resources administration tasks, including assignments in recruitment, classification and compensation, equal employment opportunity, employee benefit programs, workers’ compensation, and employee and labor relations, depending upon area of assignment.
- Analyze complex human resources issues, and develop and implement appropriate responses; advise and counsel departments of best course of action.
- Independently develop and coordinate effective systems, programs and procedures.

- Implement, explain and apply applicable laws, codes and regulations related to area of assignment.

DESIRABLE QUALIFICATIONS:
Human Resources Public Sector experience
Responsibilities:
(May include, but are not limited to, those duties listed below.)
- Manages the administrative or operational duties of the assigned area or division such as records management, budgeting and accounting, purchasing and contracting, policies and procedures, and performance metrics and workload indicators.
- Serves as a consultant by providing information concerning human resources policies, procedures, wage rates and terms of labor contracts to departmental personnel; monitors legislative and legal changes, and ensures City and department compliance.
- Manages various systems, non-computerized and computerized systems, including maintaining system/record security and structure, problem solving, and coordination of continuous process and data improvements.
- Conducts research and analysis of complex technical issues; evaluates alternatives and makes recommendations for action; recommends and develops new and revised policies and procedures; prepares reports and recommendations for City staff, Council and advisory bodies.
- Supervises, directs, trains, and evaluates assigned staff; monitors performance and provides feedback and coaching to employees; encourages accountability, teamwork, and collaboration.
- Assists in the development and implementation of department or Citywide goals, objectives, policies and procedures; analyzes and recommends strategies to improve effectiveness of operation.
- Represents the Human Resources Department in interdepartmental, interagency and public meetings; serves on committees and task forces as assigned.
- Develops and prepares materials for orientation sessions, training classes and other public presentations; makes presentations to members of the public, employee groups and the City Council.
- Assists in department budget preparation, analysis and administration; monitors expenditures; approves invoices and purchases.
- Conducts preparatory research on contract and bargaining matters for labor negotiations, including surveying prevailing wages, benefits and working conditions, and analyzing labor proposals.
- Performs other related duties that may be reasonably expected as part of this classification.
