Description:

KEY ACCOUNTABILITIES

Your duties will include, but not be limited to:

  • Being the TfL expert for the operation and maintenance period of highway PFI contracts
  • Ensuring the long term PFI Concessionaire Service Performance levels are managed in accordance with the Contract, to ensure optimum capacity levels and the best commercial value for TfL
  • Developing the Assets strategy for ‘Hand back’ to TfL, working in partnership with the Concessionaires this will ensure the assets are in an appropriate State of Good Repair and that service levels are specified and set as required under the duty of the contract
  • Setting the strategic residential and infrastructure development programme along the Eastern Corridor, including Collaboration with Barking Riverside, Gospel Oak to Barking, Silvertown Tunnel, Belverdere and Galleons Reach bridges by working with City Planning, Finance Directorate, and Strategy and Network Development
  • Producing, negotiating and approving contract changes with the Concessionaires and third parties (e.g. Developers, Boroughs), ensuring best value for TfL, and challenging and validating the Concessionaires’ cost evaluation
  • Managing and forecasting payments to the Concessionaires and informing the TfL financial and Business Planning processes accordingly
  • Agreeing the works strategy for any major works (e.g. bridge replacements) ensuring feasibility, design and construction plans are appropriate. There are significant cost, programme and reputational risks to TfL within this programme
  • Leading the PFI Contract Management Team, holding the Concessionaires to account by setting the governance approach, whilst ensuring TfL values and behaviours are promulgated through the team
  • Providing a clear vision and direction by building a high performing team through the effective management, development and empowerment of staff, whilst role modelling the TfL Behaviours

Responsibilities:

OVERVIEW OF PROJECT/ROLE

Network Management & Resilience (NMR) is the strong heartbeat of TfL Operations and works at the centre of TfL’s many modes. We have a huge role in delivering TfL’s and Operations’ goals.
The Private Finance Initiative Contracts team manages the contractual relationship between TfL and Road Management Services (RMS) for the A13 DBFO (Design, Build, Finance and Operate) contract and, from 2025, the contractual relationship between TfL and Riverlinx, for the Silvertown Tunnel (once opened).
As the Private Finance Initiative Contract Manager, you’ll strive to obtain maximum commercial and service value, for TfL and our customers, from our PFI highway contracts. You’ll develop, implement, and regularly review our strategy for managing the PFI contracts, ensuring the PFI concessionaire delivers against requirements and are held to account when service levels are not achieved.
You’ll be the main point of contact between the PFI Concessionaire and TfL, responsible for all contract matters arising during the operations and maintenance period, including payment, change, service performance and achieving appropriate hand back.
You’ll be accountable for the A13 Contract, value circa £1bn, and the Silvertown Tunnel Contract, value circa £1bn. Both are vital transport corridors for London - the A13 is one of the busiest corridors and the Silvertown Tunnel will provide much needed capacity in river crossings in East London.
