Purpose: This position serves as the Procurement and Contract Analyst for the Michigan Department of Health and Human Services (MDHHS) Environmental Health Bureau’s (EHB) Financial Services Office (FSO). This position is responsible for the review of procurement requests to determine the appropriate method of purchase according to State of Michigan procurement requirements. Develop, monitor, and as needed, amend assigned procurement contracts for the EHB. Ensure contracted vendors adhere to contractual and procurement requirements and communicate all identified issues with EHB’s program staff and contracted vendors. Receive, monitor, process, and track contractual invoices associated with assigned contracts.
The Procurement and Contract Analyst position requires an individual who is detailed, efficient, flexible, and works well with State of Michigan departments and outside vendors.
QUALIFICATIONS/REQUIREMENTS:
Education: Possession of a bachelor’s degree in any major.
Experience: No experience required. Three years of related professional experience preferred. Prior work with SIGMA and EGrAMS a plus.
Alternate Education: Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the State of Michigan E-6 level in the uniformed services may be substituted for the education requirement.

- Excellent organizational skills, attention to detail, and accuracy working with numbers with strong quantitative skills.
- Advanced proficiency in Microsoft Office Excel and Word.
- Knowledge of State of Michigan governance structure.
- Ability to interpret laws, rules, and regulations relative to the work.
- Ability to analyze trends and make projections.
- Ability to learn and utilize computer processes.
- Ability to work well in team environments.
- Ability to input, maintain and retrieve data from computer systems.
Work Environment and Physical Requirements: This position requires employee to remain in stationary position while using a computer for much of the day.

Responsibilities:
DUTIES AND RESPONSIBILITIES:
- Review EHB staff procurement requests to determine appropriate method of purchase.
- Monitor and as needed, amend assigned procurement contracts.
- Follow all MDHHS policies and procedures for procurement.
- Receive, validate, and process invoices related to assigned procurement contracts. Ensure payment requests (invoices) are submitted through appropriate approval channels and posted to correct contracts.
- Track open procurement contract amounts to ensure sufficient funds are available to support EHB work.
- Update and maintain Contract and Purchasing information posted on the EHB Admin SharePoint site.
- Complete all necessary forms for EGrAMS agreements, SIGMA contracts, and invoice payments as needed.
- Communicate Purchasing and Contract deadlines to EHB staff.
- Complete all necessary SIGMA procurement, SIGMA accounting, and EGrAMS grantor training.
- Participate in on-site quality assurance and improvement activities.
- Always represent the best interests of MDHHS and MPHI.
- Other duties as assigned.
