THE OPPORTUNITY: PROCUREMENT DIRECTOR, HR AND WORKFORCE (SOURCING DIRECTOR INTERNALLY)

At HealthTrust Europe (HTE), we are seeking an experienced Procurement Director to join our Purchased Services team, where you can make a difference within your role, take pride in your work and be part of a team that is taking the company into a new and exciting era.
As a Procurement Director, you will be working closely with the NHS, wider public sector and private clients to help to deliver their workforce and HR strategy. HTE works closely with the healthcare regulator, NHSE, as an approved framework provider to the NHS, supporting with procurement activities for national workforce initiatives including, control of agency spend, insourced services, implementation of shared banks and the supply of international recruitment services.

KNOWLEDGE, SKILLS & ABILITIES

Essential

  • 5 years procurement experience with a proven track record of delivery against targets
  • Line Management experience
  • Workforce and HR category knowledge
  • Strategic Sourcing and Category Management experience
  • Experienced negotiator
  • Supplier relationship management and project management experience
  • Accomplished user of e-Procurement systems, Microsoft Word / Excel / PowerPoint / Access, Outlook

Desirable

  • Understanding of Public Contract Regulations
  • Understanding of Group Purchasing Organisations
  • Member or training to be a member of the Chartered Institute of purchasing and Supply, and works in accordance with the CIPS Code of Ethics

Sourcing Process

  • Demonstrates thorough understanding and accountability for the sourcing process for their assigned categories. This includes market research, bid preparation, RFI, strategy development & validation, SQ, RFP/ITT, contract negotiations, and contract launch
  • Undertakes a pre-assessment of award scenario’s and utilises outputs to inform sourcing strategies for assigned categories
  • Utilises knowledge of procurement processes to determine appropriate procurement approaches required to deliver required value for all stakeholders
  • Undertakes end to end sourcing initiatives in line with the organisations sourcing practices
  • Presents category strategies and final awards to internal stakeholders for review and discussion, prior to being validated by members
  • Uses advanced negotiation skills to manage any objections and challenges.

  • Articulates steps to achieve the negotiation objectives to the wider team
  • Works closely with customers (Workforce and HR Leads, Procurement Leads, and high-level executives) to develop a strategy that aligns with customer needs/requirements and meets objectives of the organisation
  • Develops a strategy that manages and hedges risk to achieve the desired outcome
  • Reads situations and adapts strategies or negotiations as necessary throughout the sourcing process.
