Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC Germany is the IRC’s European headquarters, combining a country program implementing integration projects for refugees and other vulnerable populations in Germany, with representational functions of IRC’s global work vis-à-vis the German government and other German and European stakeholders and raising funds for project work worldwide. Established in 2016, IRC Germany now employs a dynamic team of approx. 200 staff Germany in two offices in Bonn and Berlin as well as home based across Germany
The Procurement Manger is a key position in the success and delivery of quality programs. The Procurement Manager is responsible for ensuring efficient procurement and delivery of goods and services at IRC DE. The Procurement Manager will lead the procurement team and report to the Operations lead and the Director Supply Chain Europe through Management in Partnership.
Responsibilities:
- In collaboration with the German legal team, determines when supplier agreements may be used instead of IRC templates.
- Analyzes all requirements and provisions in high-value, high-risk supplier/service contracts for Programs and Headquarters, to ensure compliance with laws, donor regulations, and IRC policies and procedures.
- Approves final contracts at the required thresholds, ensuring appropriate supporting documents and procurement practices are followed.
- Performs Market Analyses by collecting, organizing, and analyzing market data and financial reports.
- Works with Global Supply Chain (GSC) and other subject matter experts to gain expertise in categories with which s/he is not familiar (e.g. fundraising, or construction).
- Develop procurement plans in collaboration with German Program staff and the grants team for planned as well as active grants while supporting HQ staff with procurement Planning
- Reports on and development of Key Performance Indicators (KPIs)
- Proactively identifies and recommends improvements to existing policies and procedures and drafts new policies and/or procedures, as applicable.
- Completes analysis of donor regulations and contract trends to influence contract terms and conditions. Liaises regularly with the IRC DE legal team to review changes in the laws and their impact on IRC contract documents.
- Ensures compliance with IRC SC global, IRC DE procurement policy, donor regulations, and local law.
- Responsible for updating procurement policies and staying informed of any new standards and global policy changes
- Line manages the procurement team per the IRC People Manager Standards while providing learning opportunities and growth assignments such as cross learning within the team
Your Profile
- Professional Certification in logistics, industry merchant, etc.) and/or university degree in a relevant area (logistics, global supply chain, management, etc.)
- Knowledge of generic procurement procedures and practices in the field of NGO and/or public service
- Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting
- Proven problem solving and customer service skills: the ability to successfully provide support to staff, mentoring ability and team lead abilities
- Knowledge of German as well as European Procurement laws for tendering.
- Excellent skills in conducting market analysis, sourcing strategies and good analytical and negotiating skills
- Experience working with a diverse portfolio of Donors and knowledge of specific donor guidelines.
- At least 1 year of experience in a leading team
- You have German and English language skills at [B2] according to the Common European Framework of Reference for Languages (CERF)
