Description:

The Procurement Manager is responsible for overseeing the sourcing, purchasing, and procurement activities for construction projects in Saudi Arabia. This role ensures that all materials, equipment, and services required for construction are obtained in a cost-effective and timely manner while maintaining high standards of quality and compliance with regulatory requirements
KEY ACCOUNTABILITIES
- Develop and implement procurement strategies aligned with project requirements and company goals.
- Lead negotiations with suppliers, contractors, and vendors to secure the best terms and conditions for purchases.
- Manage and monitor supplier relationships, ensuring performance, quality, and delivery standards are met.
- Oversee the procurement of construction materials, tools, machinery, and services, ensuring timely availability and budget alignment.
- Ensure compliance with local and international procurement laws, regulations, and industry standards.
- Establish and maintain procurement policies, procedures, and documentation, ensuring best practices in sourcing and purchasing.
- Manage a team of procurement officers, providing guidance, training, and support.
- Collaborate with project managers, engineers, and other departments to forecast procurement needs and optimize supply chain efficiency.
- Conduct market research and analysis to identify potential suppliers and new sourcing opportunities.
- Monitor and report on procurement KPIs, identifying areas for improvement and cost-saving initiatives.
- Oversee the preparation of purchase orders, contracts, and bid proposals.
- Manage vendor pre-qualification, selection, and performance evaluation processes.
- Ensure the integrity of procurement processes and resolve any issues related to delays, shortages, or discrepancies in deliveries.
KNOWLEDGE, SKILLS, AND EXPERIENCE
- Bachelor’s degree in Engineering or a related field.
- 12 years of procurement experience, preferably in the construction industry.
- In-depth knowledge of procurement processes, supply chain management, and market dynamics in the construction sector.
- Strong negotiation and contract management skills.
- Excellent analytical and problem-solving abilities.
- Strong leadership skills with the ability to manage a team and work collaboratively across departments.
- Familiarity with Saudi Arabian procurement regulations and construction industry standards.
