Description:
SUMMARY:
Assists Supply Operations Branch Manager with daily oversight and management of the procurement and materials management supply chain functions. This includes purchasing and materials management for both institutional and project related commodities. Manages the procurement section which purchases materials and services through use of standard procurement techniques in accordance with the Federal Acquisition Regulations (FAR), GSFC Work Instructions and TRAX Procurement Manual. Position requires extensive procurement and subcontract development experience in a government services environment, which includes determining customer requirements, reviewing specifications, developing statements of work, evaluating offers (to include price analysis methods), past performance evaluations, preparing consistent industry standard Purchase Order documents, and establishment of professional vendor relationships and follow-up. The Procurement Manager is responsible for the management, supervision and oversight of all Buyers and Material Coordinators. The Procurement Manager is also expected to work on the most complex procurements for the company. Purchase order obligation authority is $300,000.
SPECIFIC/PHYSICAL REQUIREMENTS:
- Fifteen years procurement, acquisition and contracting experience including five years of supervisory experience with a firm/agency involved with US government purchasing/contracting.
- Additionally, ten years managerial experience is required.
- Bachelor’s degree in business management, economics, accounting, finance, or another business-related field.
- Certified Purchasing Manager (CPM) accreditation is desired.
- Specialized experience that has equipped the applicant with knowledge of the Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC) and contracting principles; laws, regulations, policies, and procedures governing the Federal Purchasing/Acquisition process.
- Experience with large ERP supply and accounting systems.
- Experience with Cost-Reimbursable, Time and Material, Labor Hours, and Firm Fixed Price type procurements.
- Experience with Cost and Price analysis and purchases that are awarded on a competitive or noncompetitive basis.
- Experienced in purchasing in a Certified Purchasing System (CPS) environment.
- Intermediate or advanced skills in Excel are required. Strong written and verbal communication skills are required.

Responsibilities:
DUTIES AND RESPONSIBILITIES:
- Ensures all procurements are in compliance with Work Instructions, TRAX Purchasing Manual, FAR and NASA FAR regulations and requirements.
- Candidates must be capable of working as well as leading others in simple to high complexity procurements and contracts. Will also need experience with:
- Proposal process.
- Subcontracting analysis and negotiations of single/sole source procurements and subcontracting activities to include planning, award, and post award management of major subcontract program. Draft policies and procedures pertaining to small business concerns, including small disadvantaged, women-owned, veteran-owned, HUBZone, and service-disabled veteran-owned small business.
- Evaluation of bids or proposals for compliance with Federal Acquisition Regulations (FAR) and NASA FAR Supplement.
- Fixed Price, T&M, Cost Plus and Blanket Purchase Agreement type contracts and standard purchase orders.
- Maintaining results of market research conducted.
- Implementing and maintaining process improvements and higher-level quality standards.
- Manages a team of Procurement Specialists and Team Leads.
- Works with Team Leads to distribute workloads and manage priorities.
- Complies fully with the Federal Acquisition Regulations (FAR). NASA FAR Supplement, and contracting principles; laws, regulations, policies, and company standard operating procedures in all duties.
- Communicates with external vendors as well as Business Office, Receiving, Accounting and Warehouse personnel, as required, to place procurements and to follow-up on vendor actions through delivery and resolve shipment/receiving discrepancies.
- Acquires, develops, and maintains complete documentation for all purchases.
- Obtains, reviews, and approves sole source justification from the requestor when necessary.
- Solicits quotations from suppliers using catalogs, price lists, direct telephone contacts and written data, to ensure that the offer meets specifications and is favorably priced.
- Analyzes proposed prices/costs. Evaluates technical and audit reports, forecasts price trends and other economic factors necessary to make an award, to include the degree of price competition obtained, pricing policies and techniques, including methods of obtaining certified cost or pricing data, and data other than certified cost or pricing data.
- Negotiates modifications to standard Terms and Conditions language, when required, with prospective vendors to ensure purchases are made in the best interest of TRAX and NASA.
- Maintain and develop continuous improvements to the methods of evaluating subcontractor responsibility, including the contractor’s use of the System for Award Management Exclusions, ensuring the contractor has established policies and procedures to protect the Government’s interests.
- Negotiates and awards purchase orders and Blanket Purchase Agreements.
- Develop and maintain a bottom/up training program for all skill level Procurement Specialists.
- Participate in Project planning meetings as part of an overall Project procurement strategy.
