DIVISION OVERVIEW

The Corporate Services Team
The Corporate Services Division develops and implements corporate affairs and communications strategies designed to enhance our organisational performance and effectiveness. It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Finance & Governance, Information Technology, Public Relations, and Facilities Management.

Responsibilities:

THE ROLE AND RESPONSIBILITIES

ComReg has a non pay expenditure budget of €41M for the year ending 30.06.25.
The Procurement officer is responsible for ensuring compliance with procurement regulations and best practice is a key function of the Finance & Governance Unit. While procurement processes are currently decentralised across the various Divisions within ComReg, the Finance & Governance Unit objectives are to ensure that each individual involved in procurement is aware of their responsibilities, can access relevant guidance documentation and templates and is adheres to the organisations procurement policies and procedures.
The Procurement Officer will play a key role in ensuring the Finance & Governance Unit achieves these objectives.
Some of the key areas of responsibility for this role will be to :
Assist with the Day to Day procurement operations across the organisation including:
o Advising colleagues on procurement regulations and compliance matters
o Sitting in on tender evaluations for high value procurement items
o Ensuring proper sign off of procurement documentation
o Publishing notices on the etenders & EUOJ
Report to Finance & Governance Manager on procurement compliance indicators
Preparation of all staff notifications
Chairing Procurement Committee meetings
Organise training workshops for new staff
Ongoing collaboration with ComReg’s legal advisors on procurement matters
Run tender competitions on behalf of Corporate Services Division
Preparation of Corporate Procurement Plan
Assist with ongoing initiatives to improve the procurement process including updating of internal procurement guidance documentation, enhancements to the organisations Procurement Application Ensure green public procurement practices are embedded into procurement processes
Assist with preparation of Audit files and associated queries
There may be other general administrative duties assigned to the successful candidate.
