Halifax Regional Municipality is inviting applications for the temporary (up to 18 months), full-time position of Procurement Officer in Finance & Asset Management.

Reporting to the Portfolio Manager, the Procurement Officer is responsible for the acquisition of Goods, Services and Construction required for HRM and its agencies, Boards and Commissions. Procurement Officers have a high level of independence and discretionary authority in ensuring all procurement transactions meet ethical standards and comply with applicable laws and regulations. The Procurement Officer applies HRM’s standardized procurement practices while recognizing the obligations and challenges unique to regional, national and international procurements as well as the elements of specialized procurement including technology, services, and construction delivery methods.
The Procurement Officer is expected to exercise discretion and demonstrate compliance with confidential or proprietary restrictions while integrating the vision, mission, and values of procurement department into practice and employing continuous improvement strategies related to their role.

QUALIFICATIONS:

Education & Experience:

  • A bachelor’s degree or college diploma with a focus on Business, Law, Public Administration, Supply Chain management, or acceptable combination of education and previous work experience.
  • Minimum two years of related experience in Procurement or Supply Chain management.
  • Experience using automated sourcing solutions and/or ERP to procurement processes.
  • Completed two (2) or more courses in public procurement.
  • Experience in municipal government or a related sector is preferred.
  • Experience working in a highly structured and unionized environment is preferred.

WORK STATUS: Temporary, full-time (up to 18 months)
HOURS OF WORK: Monday - Friday, 8:00am - 4:00 pm; 35 hours per week. Flex options to work outside of these hours & hybrid may be available.
SALARY: Level 7; $37.22 per hour as per NSGEU Local 222 Collective Agreement

Responsibilities:

Procurement officers provide procurement advice and services throughout the organization, demonstrating expertise in duties related but are not limited to the following:

  • Lead the procurement cycle for the procurement of Goods, Services and Construction
  • Interpret and apply appropriate procurement policies, guidelines, and procedures and monitor and report on compliance with the HRM Procurement Policy
  • Conduct sourcing and spend analysis and
  • Recommend purchasing strategies including evaluation approaches and criteria
  • Contribute to recommendation of award of contract, preparing contract documents and directing contract renewal processes.
  • Identify and take part in cooperative and collaborative procurement opportunities
  • Identify and apply requirements of the HRM Social Value Framework and Supplier Code of Conduct
  • Recognize and apply metrics and measurements to track procurement performance.
  • Recognize and apply risk mitigation strategies including consideration of municipal funding and budget cycles.
  • Assist the Portfolio Manager with assigned portfolio work
  • Assist in preparing responses to vendor disputes and protests.
  • Provide/facilitate debriefing opportunities for unsuccessful bidders
  • Organize and review solicitation file contents
  • Provide advice related to Contractor/Supplier performance and compliance

May perform other duties as assigned.
