Procurement Officer II - One (1) year of experience using a Financial Management Information System (FMIS).
Procurement Officer III - Two (2) years of experience using a Financial Management Information System (FMIS).

MAIN PURPOSE OF JOB
Procurement Officer II
A Procurement Officer II is the full performance level of professional work, for the Office of State Procurement (within the Department of General Services), in agency procurement sourcing and award activities. Employees in this classification provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. Employees in this classification do not supervise other lower-level Procurement Officer positions but may supervise clerical and support staff.
Employees in this classification receive general supervision from a Procurement Manager I or other designated administrator.
POSITION DUTIES
Procurement Officer II
Duties for this position include but are not limited to:
- Manages the advertisement of procurement opportunities, distributes specifications to vendors, conducts vendor conferences, receives and secures bids or proposals, and oversees the evaluation process and contract award.
- Develops contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations for the procurement of all necessary supplies and services.
- Conducts pre-bid/pre-proposal conferences, site inspections, explains procurement requirements, establishes procurement procedures and schedules, participates in, and conducts offerors’ discussions and contract negotiations.
- Prepares minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals (RFP)/Invitation for Bids (IFB) and answers written questions from potential bidders and offerors.
- Conducts bid openings for competitive procurements to determine whether offerors are qualified to be selected for awards and may recommend proposals for awards. Examines bid proposals to determine issues of responsiveness and responsibility and need for additional information.
- Verifies Certificates of Insurance, Bonds and references for compliance with contract requirements. Assists with/conducts vendor debriefings for RFPs.
- Negotiates the most favorable prices, terms and conditions for noncompetitive sole source and emergency procurements. Performs duties necessary to establish whether a procurement will be deemed a Small Business Reserve (SBR) procurement and if subcontracting opportunities are available for Minority Business Enterprises (MBE) and Veteran-owned Business Enterprises (VSBE) participation on each procurement as part of the Procurement Review Group (PRG). Verifies that MBE and VSBE forms are properly submitted with bids or proposals.
- Posts all solicitations and awards on eMaryland Marketplace Advantage (eMMA) as required by law and regulations. Assists in the process to implement new and revised fiscal policies, procedures, and standards to capture complex procurement costs. Assemble statistical and narrative data and prepares reports for use in evaluating State procurement activity and performance measurement.
Duties for this position include but are not limited to:
- Conduct complex procurements for the department or for the collective benefit of State agencies and/or assists other unit staff with such procurements.
- Review and analyze the content and format of all procurement submissions from agencies for adherence and conformance to State procurement regulations and policies. Ascertain whether the submissions comport with all pertinent laws, regulations, policies, and procedures.
- Determine final approval for those procurements under the DGS OSP delegation authority, including review and possible revision of PAAR (Procurement Agency Activity Report) item for each such approval.
- Provide guidance to State agencies in all aspects of proper submissions.
- Provide outreach to State agencies via attendance at agency pre-bid conferences and/or evaluation committee meetings, meetings with procurement staff to discuss results of procurement analyses and assisting with training of agency procurement staff.
- Respond to Public Information Act requests, debriefing requests, and questions from vendors regarding contract awards by the Department and/or general procurement issues
