Job Description
Manage procurement and supply chain activities across project lifecycles within Middle East Business Area’s policies and commercial strategy framework. Collaborate closely with Projects, Proposals, Engineering, and Contracts Management teams.

QUALIFICATIONS

• 10 years overall procurement experience; with at least 3 years managing procurement on complex EPC projects on the contractor-side.
• Bachelor’s degree in Engineering or relevant discipline; procurement qualifications.
• Fluent written & spoken English. French Language Knowledge is an advantage.
• Advanced Excel proficiency, and expertise in procurement software.

• Define and execute project procurement and supply chain strategy in alignment with project requirements and corporate standards.
• Accountable for project procurement performance and KPIs, ensuring quality and schedule adherence.
• Identify and assess supply chain-related Risks & Opportunities, contribute to project Risk & Opportunity matrix, and drive mitigation actions.
• Define project staffing needs, recruit procurement team in collaboration with Deputy Procurement Director.
• Set procurement, expediting, and logistics budget for the project.
• Develop Regional and Framework Agreements compliant with Regional Category management approach.
• Draft and finalize subcontracts per client’s corporate templates and policies.
• Manage end-to-end subcontract lifecycle and ensure effective Supplier Relationship Management (SRM).
• Lead on-site procurement team including buyers, procurement officers, and expeditors.
• Negotiate and finalize purchases of critical and strategic goods/services, support buyers’ negotiations.
• Monthly reporting on project activities and KPIs; contribute to Deputy Procurement Director’s Project Report.
• Collaborate with internal stakeholders: Project Management, Proposal Management, Engineering Management, Category Management, and Contract Management teams.
• Ensure compliance with laws, ethics, procedures, and local standards; adhere to all client’s corporate policies and reporting rules.
