Description:
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree
- “OR” an equivalency of an Associates Degree with 7+ years of “related” experience
- “Or” High School Diploma with 10+ years of “directly related” experience
- 4+ years of Procurement Management or Procurement Leadership role-related field
- 7+ years of experience in government contracting, purchasing, or a financial field
- Valid Driver’s License
- Proficient in Microsoft Software
- Certified Local Government Purchasing Officer (CLGPO), Certified Public Procurement Officer (CPPO), CPM, or CPPB Certification(s)
- Experience with Infor (Lawson) ERP system or other ERP systems processing service contracts
An Ideal Candidate Would Also Possess (Preferred Qualifications):
- Bachelor’s Degree in Business or Public Administration, Contract Management or closely related field
- 10+ years of experience in government contracting, purchasing, or a financial field
- Supervisor/Leadership experience
- Governmental accounting, auditing, and expenditure control systems and procedures.
- Applicable laws, regulations, and procedures governing the receipt and expenditure of public funds.
- Experience or working knowledge of federal contract requirements including FEMA, Uniform Guidance, and state contract law including Uniform Commercial Code
- Experience with ERP Implementations
Responsibilities:
As the Procurement Services Assistant Manager, you will manage the centralized purchasing function, oversee the procurement card program, and handle the disposal of surplus personal property. You’ll be responsible for drafting and implementing procurement policies and procedures, while leading a dedicated purchasing staff. Reporting directly to the Deputy Finance Director and Procurement Services Manager, this role provides the freedom to exercise independent judgment, initiative, and creativity to improve purchasing practices. With frequent interactions across various city departments and external agencies, this is your chance to build strong working relationships while ensuring compliance with Federal, State, and Local laws and regulations. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards
