Responsibilities:

YOUR ROLE

We have a remarkable opportunity for an experienced and proactive Procurement Specialist looking to use their experience to implement best practice and drive outstanding business outcomes. Here, you’ll deliver procurement services and advice to VMIA by partnering with various business units and key stakeholders.
The successful Procurement Specialist will be highly capable of providing a comprehensive and value-added approach to procurement services to VMIA set within appropriate commercial, government and organisational contexts.
You’re highly skilled when it comes to strategic sourcing, procurement analysis and risk management combined with a solid understanding and a strong track record in delivering end-to-end procurement initiatives and projects including commercial negotiations. You possess a strong strategic mindset, with extensive expertise in managing procurement activities within complex regulatory, governance and policy environments and proficient at ensuring sustainable, value-for-money outcomes.
You thrive in a fast paced, demanding environment and can remain composed and work efficiently under pressure. Exceptional communication skills (written and verbal) with the ability to lead others, and an aptitude for building effective working relationships will set you up for success.
Your role reports to the Procurement and Contracts Manager.

WHAT YOU DO

  • You confidently provide timely, professional, and strategic procurement advice (including probity advice as required) to VMIA on procurement processes and practices.
  • You actively support VMIA business units in procurement activity, including drafting VGPB compliant procurement documentation (RFx, complexity and risks assessments, compliance checks, evaluation, probity plans, and other documents as may be needed).
  • You load tender documents for release to the market on the various government tender panels, including Digital Marketplace and Buying for Victoria Portal, and then collate the supplier responses after the tender has closed and load documents into the records management system.
  • You attend all meetings with the procurement evaluation panels on all procurement projects across the organisation and provide procurement advice as required.
  • You attend all briefing and feedback sessions with tenderers as required in conjunction with the business units.
  • You manage and update the VMIA procurement register via SharePoint and provide reporting of all procurements through the procurement dashboard.
  • You review, enhance, and recommend existing reporting for all VMIA procurements.
  • You review and enhance VMIA’s existing procurement strategy and framework, including governance and public sector requirements, including VGPB requirements.
  • You act as a secretariat for the Internal Procurement Unit, which is held monthly.
  • You liaise with contract managers to prepare and lodge the Local Jobs First and Social Procurement Reports each year and update the Annual report with the procurement reporting requirements.
  • You promote a culture of strategic procurement decision-making across VMIA, including identifying economies of scale, opportunities for efficiency and social procurement objectives.
  • You keep abreast of current industry trends and public sector requirements by applying an innovative mindset in developing and implementing business improvement initiatives.
  • You support the Procurement and Contracts Manager with all required procurement reporting activities.
