Job Description:
The
Oregon Department of Justice
is seeking to hire a Product Owner (Operations and Policy Analyst 3) to serve on its Legal Tools Program Team. In the role of the Product Owner, you will work as a program and project management resource serving as a liaison between the vendor for the legal tools product and the Legal Tools Program Team. As a member of the Business Engagement team, you will work closely with project managers, business analysts, technical experts, business stakeholders, contractors, and project sponsors to develop and foster strategic alignment with the product. You will be responsible for identifying the most valuable and efficient features to best serve the agency and maximize the product – considering the needs of employees, managers, and IT professionals with expertise in the needs of the legal practices. This role will see the product through implementation and continuously improve business processes and find ways to improve the use of the product. The implementation being used on this program is a hybrid Waterfall/Agile methodology. This position is part of a team dedicated to ensuring that the Legal Tools Program delivers a product that meets the unique needs of the Department of Justice.
At this time, the position is Limited Duration through June 30, 2025, but is likely to be extended or changed to permanent in the future. A developmental, work-out-of-class, or underfill (until MQs can be met) rotational opportunity may be possible if the best candidate is internal and a rotation won’t negatively impact the business.

MINIMUM QUALIFICATIONS
Your application must clearly demonstrate that you meet the requirements of the position as outlined in the bullet points below.
- I have a bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work.

- Experience working on large scale IT modernization project.
- Experience with Azure DevOps, Jira, Miro, SharePoint, Power Platform and Teams.
- Experience leading and collaborating with a diverse group of cross functional professionals.
- Preference may be given to candidates internal to the legal tool project team.
