Description:

Purpose: The Production Control Manager is responsible for all production control functions (i.e., Master Schedule, work order management, planning and reporting) covering Army Prepositioned Stocks 2 (APS2) sites in Europe. The Production Control Manager ensures supervision of GCSS-A Production Control Systems and coordinates directly with Operations Manager. This position interfaces with the Project Manager, Government Site Manager, contracting officials, and subordinate managers / technicians to discuss status of work in progress, material availability and potential production problems to ensure that personnel, equipment, materials and services are provided as needed. The Production Control Manager manages Production Control planning of a variety of standard and classified (U.S. only) Information Technology (IT) systems, such as, U.S. Army Logistic Information Systems (LIS) to include the U.S. Army War Reserve Deployment System (AWRDS), Logistics Modernization Program (LMP), and Global Combat Service and Support – Army (GCSS-Army) and U.S. Army Unit Readiness Reporting (USR).

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.

  • Directs the efforts of the Production Control and GCSS-A production control clerks. Ensures that all the equipment repaired, serviced, and retained at the repair facilities is correctly reported in GCSS-A for readiness and custodial records.
  • Manage and facilitate all aspects of production and material control
  • Directs and supervises the use of GCSS-A to accomplish all maintenance missions
  • Supervise, coordinate and oversee the activities within production planning and material control
  • Establish sequences and timeframes for manufacturing operations to include the scheduling of equipment and personnel in order to meet production requirements
  • Plans, prepares, issues, and controls production requirements
  • Coordinates production schedules and resource allocation for multiple programs and products
  • Hands-on development and maintenance of production schedules includes advising on capability to support delivery requirements for upcoming and proposed efforts
  • Supervises and coordinates changes in scheduling to accommodate special requests and /or emergency conditions
  • Establish operational priorities when necessary
  • Coordinates material movement between supply inventories and production areas
  • Supervise material and supply inventories. Identifies raw material and component requirements for production from engineering and production specifications and schedules.
  • Confirms material supply and demands
  • Supervise and oversee the labor resources and short-term capacity requirements from engineering plans and production specifications
  • Prepare and maintain, as required, an overall master schedule, reflecting conflicts between labor, material and project schedules
  • Advises management of the status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials, and services are provided as needed
  • Assists with “make or buy” decisions based on scheduling and delivery requirements
  • Develop new business through expansion of existing work or through new opportunities
  • Resolve operational issues
  • Accept and perform other duties as assigned based on workload and requirements
  • Report information as tasked by the customer
  • Must be able to meet and maintain all base access security requirements.

QUALIFICATION & EXPERIENCE REQUIREMENTS:

  • A bachelor’s degree plus 3 years of recent specialized experience, OR; An associate’s degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.
  • Tactical Supply and Maintenance Systems Course.
  • GCSS-A Warehouse and Materiel Management Course.
  • Ability to access and handle all end items, components, subsystems and repair parts with a sensitive or classified coding.
  • Must be able to qualify for and operate Government provided light vehicles.
  • U.S. SECRET security clearance.
