POSITION SUMMARY:
Under general supervision of the Municipal Utilities Director, shall provide oversight and compliance for critical Municipal Utility Programs. Provide technical support to City of Danville Municipal Utilities Departments.
An employee in this class must exercise considerable initiative and independent judgement.
REQUIRED SKILLS/ABILITIES:
- Knowledge of the principles and practices of City of Danville Municipal Utilities systemwide.
- Strong independent decision-making abilities.
- Knowledge of occupational health and safety practices and principles.
- Ability to work with minimal supervision.
- Strong working knowledge of the geography of The City of Danville
- Ability to work in a team environment, with the ability to work across all levels of City officials, employees, agencies, organizations, and the general public.
- Strong verbal and written communication skills.
- High level of attention to detail with the ability to manage multiple tasks and projects simultaneously.
- Ability to work outdoors in inclement weather.
- Ability to develop and lead an effective workforce.
EDUCATION AND EXPERIENCE:
- High School Diploma or GED.
- Must possess and maintain a valid drivers’ license
- Bachelor’s degree in engineering, chemistry, biology or similar field is preferred.
- Minimum 5 years of experience demonstrating qualifications and requirements within job duties.
Certifications:
- Valid Kentucky Class IV Wastewater Treatment Operator License is preferred.
- Valid Kentucky Class IV Wastewater Collections Operator License is preferred.
- Valid Kentucky Class IV Water Treatment Operator License is preferred.
- Valid Kentucky Class IV Water Distribution Operator License is preferred.
PHYSICAL REQUIREMENTS:
- Must have 20/20 vision with or without corrective lenses.
- Must have adequate hearing levels with or without assistance
- Ability to stand for prolonged periods of time.
- Ability to lift up to 50lbs occasionally.
- Twisting, stooping, bending, and walking on a regular basis.
- Ability to crawl in and out of tight and confined spaces.
- Ability to climb up and down ladders, and over rough and irregular ground surfaces.

Responsibilities:
DUTIES/RESPONSIBILITIES:
- Management of the day-to-day delivery of regulatory and compliance programs at the discretion of the Municipal Utilities Director.
- Responsible for the delivery and oversight of the LCRR/LCRI Program for the City of Danville.
- Responsible for the delivery and oversight of the PFAS Program for City of Danville.
- Development and administration of the Distribution System Fire Hydrant Maintenance Program in partnership with local City and County Fire Departments and Officials.
- Develops and provides technical support for a Utilities System SCADA Program.
- Development and administration Municipal Utilities Preventative Maintenance Program.
- Provides technical support to the Treatment Plants, Distribution, and Collections Department as necessary.
- Performs work indoors and outdoors with occasional exposure to extreme hot and cold temperatures, precipitation, noise and machinery with moving parts.
- Develops strategies, short-term and long-term goals and objectives to improve the efficiency and effectiveness of the municipal utility operations.
- Participates in project progress meetings to accomplish goals as needed.
- Prepares standard reports as needed.
- Assist with development and administration of annual budget.
- Assist with development and administration of Municipal Utilities Capital Program.
- Responsible for completing required work and attending relative professional development training.
- Assist in other departments as needed.
- Will be required to response to after-hours calls and emergency response as needed.
- Will be responsible for supervising a workforce of 2 + employees
- Performs other duties as required.
