JOB DESCRIPTION:

The Program Analyst, Entry I provides essential program analysis support for all phases of Planning, Programming, Budgeting, and Execution (PPBE) processes, as well as Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR). This role supports budget planning and execution, providing analytical input for key decisions and submissions.

PREFERRED SKILLS AND QUALIFICATIONS:

  • Familiarity with the Army Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Basic understanding of financial management, budgeting, and acquisition processes.
  • Proficiency in Microsoft Office and budgeting tools.
  • Strong communication skills and attention to detail.
  • Ability to work well in a team environment and coordinate across departments.

Responsibilities:

DUTIES INCLUDE:

  • Support in preparing POM/SPAR briefing charts.
  • Assist with the preparation of the Congressional Justification for the President’s Budget (PB) and Budget Estimate Submission (BES) formulation.
  • Organize and support briefings for Congressional Justification material and Army Program Budget Briefings (APBB).
  • Prepare and maintain spend plans for PM TN programs using Government-required tools and databases.
  • Monitor and report on program execution.
  • Record transactions and update, prepare, and maintain all business, technical, acquisition, and financial information in the Project Management Resource Tools (PMRT), utilizing all required PMRT modules.
  • Respond to data calls from higher Army headquarters and provide timely and accurate reports.
  • Coordinate with other business and program management office staff.

KEY RESPONSIBILITIES:

  • Provide program analysis support across various stages of the budgetary and planning cycle.
  • Assist with the documentation and reporting necessary for Army budget submissions.
  • Work with Project Management Resource Tools (PMRT) for record-keeping, financial management, and acquisition tracking.
  • Maintain financial and budgetary accuracy for all ongoing programs and projects.
