Brief Description
The Employee Relations Program Analyst plays a vital role within the Employee Relations team, supporting the Assistant Director of Human Resources for Employee Relations, Attorney V, and a dedicated group of HR Analysts. This position focuses on conducting investigations and helping maintain a positive, legally compliant workplace environment. Assists with analyzing, documenting, and monitoring program services and providing technical assistance to staff, governmental agencies, community organizations, and the general public.
Detailed Description
Analyzes processes, provides recommendations, prepares reports, and proposes solutions to improve program operations; participates in program planning, development, and implementation; and provides consultative services and technical assistance to plan, implement, and monitor effective programs and services. Conducts surveys, inspections, or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures; and prepares or assists in the preparation of administrative reports, studies, and specialized research projects. Studies and analyzes operations and problems, prepares reports of findings and recommendations, recommends and coordinates activities, and prepares justifications for and assists in implementing procedural or policy changes. Assists with training employees on the latest laws, regulations, policies, and procedures required to perform program activities. Assists in hiring, evaluating and supervising staff, and may serve as acting manager in the absence of other managerial staff. Performs other duties as assigned.
Job Requirements
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in a job related field of study. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Standard office environment. May be required to lift up to 25 lbs. unassisted.

Work Schedule: • The team operates on a hybrid schedule, with three mandatory in-office days per week, including Wednesdays. The ideal candidate has a strong compliance orientation, can navigate complex employee relations issues, and proactively mitigates potential risks. They should be adept at maintaining objectivity, fostering productive communication, and supporting a fair and equitable workplace. An extensive pre-employment background investigation will be conducted on all applicants who have been offered a position with Dallas County. The hiring process involves successful completion of each step. The steps include Criminal History Review, Traffic Violations Record, Review of Personal History Statement and Documents, Physical Examination, and Background Investigation.
