Education Requirement: Bachelor’s Degree in Accounting, Business, Economics, or a related field.
Experience Requirement: Minimum of five (5) years of related experience. Four (4) additional years of related experience may substitute for a bachelor’s degree.

JOB DESCRIPTION:

The Program Analyst, Intermediate II, will provide comprehensive program analysis support for all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. This role involves collaboration with various stakeholders to ensure effective budget formulation and execution.

QUALIFICATIONS:

  • Experience: A minimum of five (5) years in a program analyst role with demonstrated experience in preparing and supporting PPBE, POM, SPAR, President’s Budget Submission P&R forms, BES P&R forms, PMRT, and CCaR. This experience must be with a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM).
  • Skills: Strong analytical and communication skills; proficiency in relevant financial and project management software; ability to work collaboratively in a team environment; and effective organizational skills to manage multiple priorities.

Responsibilities:

  • Provide analysis and support for the Program Objective Memorandum (POM), Strategic Portfolio Analysis Review (SPAR), and the preparation of POM/SPAR briefing charts.
  • Assist in the development of Congressional Justifications for the President’s Budget (PB) and Budget Estimate Submission (BES).
  • Prepare, update, and organize required documentation and forms for Army Program Budget Briefings (APBB).
  • Develop spend plans for PM TN programs utilizing government-required tools and databases.
  • Monitor and report on budget execution, ensuring compliance with established financial policies.
  • Record transactions and maintain comprehensive business, technical, acquisition, and financial information in the Project Management Resource Tools (PMRT).
  • Prepare responses to data calls from higher Army headquarters, ensuring accuracy and timeliness.
  • Conduct extensive coordination with Program Managers, other Program Executive Offices (PEOs), Department of the Army (DA) staff, other military services, and industry personnel throughout the project lifecycle.
