Pivot Path Solutions is currently seeking a skilled Program Analyst to support a customer at the Department of Veterans Affairs (VA) agency in the Washington, DC Metropolitan area. The environment is dynamic, and the client needs are often evolving. This is a hybrid position. The candidate will primarily work remotely from home but will need to come into the office whenever the executive is in town.
To be successful in this role, the ideal candidate should be well-organized, have outstanding time management skills and be able to act with little to no supervision. Flexibility and forward-thinking views are important to possess. The candidate within this role will contribute to the efficiency of our business by providing personalized and timely support to executive members.

Primary Responsibilities

  • Conduct research, analyze data, identify trends, and prepare reports.
  • Determine program requirements and make recommendations.
  • Analyze programs, policies, procedures, and systems and make recommendations to optimize these.
  • Draft new or revised policies and procedures.
  • Assist program managers with the development of budgets and schedules as well as tracking metrics.
  • Identify and resolve issues and problems.
  • Plan, analyze, and evaluate the effectiveness of operations and programs.
  • Prepare and present reports and make recommendations.

Minimum Qualifications

  • Bachelor’s Degree (8 years of additional relevant experience may be substituted for education).
  • 5 years related experience required
  • Must have knowledge in how to plan, analyze and evaluate the effectiveness of operating programs.
  • Must be able to use source data to evaluate the effectiveness of programs and business processes.
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.
  • Must be able to effectively manipulate data to present program status and make recommendations on improving business processes.
  • Experience in creating new methods of gathering and analyzing source data to evaluate program effectiveness and analyze business processes.
  • Ability to obtain and maintain a Tier II Moderate Risk Background Investigation.
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Provide expert guidance to optimize systems, procedures, and processes, evaluate operational and program effectiveness and develop solutions to make improvements or address performance issues.
  • Strong project management, analytical thinking, and problem-solving skills
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran populations.
