Certification: Certified Defense Financial Manager (CDFM) by the Army Society of Military Comptrollers (ASMC).
Experience Requirement: Minimum of ten (10) years of related experience.

JOB DESCRIPTION:

The Program Analyst, Senior II, will deliver expert program analysis support for all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. This position requires extensive experience and expertise in budget formulation and program management, particularly within the Department of Defense (DoD).

QUALIFICATIONS:

  • Experience: A minimum of ten (10) years in a program analyst role with demonstrated experience in preparing and supporting PPBE, POM, SPAR, President’s Budget Submission P&R forms, BES P&R forms, PMRT, and CCaR. This experience must be with a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM).
  • Skills: Advanced analytical and problem-solving abilities; strong verbal and written communication skills; proficiency in financial and project management software; ability to work independently and collaboratively in a team environment; effective organizational skills for managing multiple priorities.

Responsibilities:

  • Provide comprehensive program analysis support for all aspects of PPBE, including Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).
  • Prepare and support Congressional Justifications for the President’s Budget (PB) and Budget Estimate Submission (BES), including developing and updating briefing charts for Army Program Budget Briefings (APBB).
  • Develop spend plans for PM TN programs using government-required tools and databases, ensuring compliance with all budgetary requirements.
  • Monitor and report on program execution, recording transactions and maintaining detailed business, technical, acquisition, and financial information within Project Management Resource Tools (PMRT).
  • Prepare responses to data calls from higher Army headquarters, ensuring all information is accurate and submitted in a timely manner.
  • Conduct extensive coordination with Program Managers, other Program Executive Offices (PEOs), Department of the Army (DA) staff, other military services, and industry personnel throughout the project lifecycle.
  • Apply independent expert knowledge of program planning and evaluation, as well as Army missions, goals, and objectives, to effectively manage projects.
  • Select appropriate methods, plan, and coordinate project details, carrying work through to completion with minimal guidance; review completed work for analysis soundness and conformity with organizational practices.
  • Prepare, coordinate, and review written plans, schedules, and milestones to accomplish program goals effectively.
  • Organize, schedule, and assist in administering meetings to discuss project issues, facilitating effective communication among stakeholders.
  • Prepare and manage Department of Defense programmatic reporting requirements, acquisition documentation, milestone decision documentation, and spend plan management.
  • Support program planning, evaluation, financial management functions, and perform cost analysis, including contractor performance measurement for assigned programs.
