Reporting to a Director in the City of Toronto’s Transit Expansion Office (TEO), the Program Director Transit Expansion is a key member of the TEO Senior Management Team. The Program Director directs and leads strategic long-term transit expansion projects as they advance through the project lifecycle; facilitates a variety of projects and services to enhance the delivery of transit expansion projects; identifies and provides resolution for capital planning and coordination of issues within City divisions, and organizations including private sector utility companies, developers and other government agencies.

KEY QUALIFICATIONS:

  • Post-secondary education in a discipline pertinent to the job function (e.g. Business Administration, Finance, Strategic Business Planning & Continuity, Project Management, Information Technology, etc.) combined with relevant senior-level management experience, or an equivalent combination of education and experience.
  • Extensive senior-level experience in the management of large, complex, multi-stakeholder initiatives with extensive relationship management experience to balance the needs of client divisions, agencies, and stakeholders.
  • Extensive experience in strategic planning and policy development and analysis, in a major public or private sector organization.
  • Extensive experience as a transformational leader of complex projects, and/or strategic and operational reviews, including experience in leading process improvement and re-engineering in a variety of business functions and the implementation of sound business strategies and systems.
  • Extensive financial experience combined with strong business acumen, including the development, implementation and maintenance of both operational and capital budgets to ensure the effective management of all operations.
  • Demonstrated commitment to the organizational values of diversity and inclusion.
  • Effective decision-maker with a track record demonstrating accountability, innovation and results-oriented leadership.

Responsibilities:

  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.
  • Oversees and provides leadership for large complex transit expansion projects, including project deliverables, development and management of project plans, and anticipation and mitigation of delivery impacts.
  • Develops and directs interdivisional, interdisciplinary and interagency teams and consultation processes to expedite capital works delivery while addressing political, community, business and other stakeholder interests.
  • Collaborates and liaises with other divisions to gather technical input and develop project work plans and schedules with consultants, other stakeholders and external agencies.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects.
  • Represents the Division as a technical specialist at project and organizational meetings with key stakeholders.
  • Leads negotiations and directs requirements for interagency operating/service protocols and joint agreements and provides recommendations for implementing strategic policy, practices, protocols, and memoranda of understanding.
  • Oversees information and actions requests for Council including supporting the preparation of Council reports and briefing materials.
  • Prepares and provides technical and financial reports, correspondence, and presentations for senior management, project teams and stakeholders.
  • Maintains continuous awareness of industry advancements in capital works planning, coordination and monitoring, and facilitates research and analysis to provide industry knowledge, sound and strategic judgement and advice to all project activities to the Director Transit Expansion Capital Implementation.
  • Works to advance and expedite delivery of transit projects whilst safeguarding the City assets and the public interest and advocates for innovative and improved capital works processes.
  • Implements key performance indicators to measure the effectiveness and efficiencies of project deliverables. Provides staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by the section.
  • Contributes to the continuous improvement of divisional performance through analysis and development and implementation of sound management practices and procedures.
  • Provides leadership and support to the Director Transit Expansion Capital Implementation in the development and execution of strategic objectives of the Transit Expansion Office.
  • Promotes standardization relating to project administration, documentation, processes and technical and system design.
  • Ensures the appropriate maintenance of all required documentation and oversees the production of the aforementioned.
  • Participates in organization and change management initiatives and the creation of a workplace that supports and is conducive to a high level of performance.
