Description:

Under the general direction of the Continuing Quality Improvement (CQI) Group Manager performs
highly advanced monitoring, evaluative, and technical assistance of tuberculosis (TB), Hansen’s Disease (HD) and Binational TB Program (BNTB) prevention and control activities across the State of Texas with a focus on quality assurance, performance measures and process improvement strategies. Subject matter expert (SME) on program performance and evaluation issues using the Centers for Disease Control and Prevention (CDC) Framework for Program Evaluation as a resource. Serves as an SME on Chapter 89 of the Health and Safety Code (HSC) and Title 25, Chapter 97 of the Texas Administrative Code (TAC) relating to TB screening and reporting activities in correctional and detention facilities in the State of Texas. Conducts routine, high-level analysis and quality assurance review work of Correctional TB monthly reports and screening plans for Chapter 89- designated correctional and detention facilities. Analyze and assess local and regional TB programs’ progress, within their assigned jurisdiction, towards meeting state and national TB performance measurements in the DSHS Annual Progress Report. Participates in preparing, conducting, and leading formal onsite reviews of 30 local health departments and eight public health regions. Assess and evaluate TB Program performance data, including desktop and cohort review reports. Participate in developing process improvement and training resources to improve data quality. Knowledgeable of all DSHS TB, HD and BNTB program contracts to evaluate program performance effectively.

Skill in using computers, Internet, and applicable software to develop a database, develop forms and generate reports (MS Word, Excel and

Skills in conducting program oversight and evaluation
Skills in developing and maintaining effective working relationships across organizational lines
