Title: Program Manager
Location: Rising Sun
Position Status: Full-time, 37.5 hours per week.
Reports to: Senior Program Manager
Level: 6
Salary Grade: $ 66,300 - $ 80,301.00

JOB SUMMARY:

The Program Manager at Phoenix Society is a member of the integrated services team. In line with the overall purpose of facilitating the capacity building of participants to maximize their community reintegration and supporting residents who are transitioning out of Federal Correctional Institutions, the Program Manager is accountable for: client supervision and monitoring, assessing public risk and client needs, client support, community building with Correctional Service Canada (CSC), local police and other external partnerships.

QUALIFICATIONS:

  • Position requires a university degree. Preference given to those with a degree in a relevant discipline, e.g., social services, business management. Equivalent experience and education accepted.
  • A minimum of five years of progressively responsible and effective leadership and management of and supported housing facilities with marginalized populations, substance use services, mental health, corrections, etc., or equivalent.
  • Satisfactory completion of police fingerprinting and enhanced security reliability clearance.
  • Satisfactory completion of a criminal records check with vulnerable sector screening is required.
  • Satisfactory completion of Tuberculosis Screening form is required.
  • Satisfactory completion of Employee Immunization Record is required.
  • First Aid Level 1 with CPR is required.
  • Valid driver’s license is required.
  • Report immunization status regarding the Covid 19 Vaccine.

SKILLS & KNOWLEDGE

  • Excellent knowledge of the housing continuum (including market, subsidized, and supported systems) and program models for special needs populations.
  • Knowledge of practices for populations with complex needs related to mental health issues, substance abuse, homelessness, and involvement with Criminal Justice System.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation
  • Strong problem solving, analytical, and creative skills with the ability to exercise sound judgement and make decisions based on accurate and timely analyses.
  • Strong interpersonal skills and ability to communicate effectively in writing and verbally in English.
  • Demonstrated commitment to the social sector with a passion for the organization’s mission is essential.
  • Computer: proficient in MS Windows, Word, Excel, Email, and Internet, experienced in database management

Responsibilities:

The Program Manager manages and plans the day-to-day operations of the Phoenix Society’s programs housed in the Rising Sun building and is accountable for:

  • Program management
  • Facility management
  • Financial management of approved program budgets
  • Human resource management
  • Case management
  • Community relations, and
  • Quality assurance

The Program Manager will collaborate and work closely with the Senior Program Manager, Rising Sun. Frequent collaboration will also occur with the Transitional Housing Manager and the Operations Manager.
