The newly established pan-Canadian Integrated Youth Services (IYS) Collaboration Centre has been created to support development, implementation and evaluation of IYS practices, services, and research across Canada. There are emerging or established IYS networks in every province and territory in Canada, with close connections to the ACCESS Open Minds Indigenous Youth Mental Health and Wellness Network. IYS networks deliver mental health, substance use health, primary care, education, employment, housing and other health, social and community services to youth aged 12 to 25 years. The IYS model is also characterized by its commitments to equity, engagement, measurement and continuous learning. IYS youth hubs are in more than 100 communities across Canada and for example, in Ontario, are operated by Youth Wellness Hubs Ontario. The IYS Collaboration Centre and IYS Networks operate as a Learning Health System, where evidence, data, and care culture are used to generate new knowledge and continuously refine and deliver best practices for continuous improvement in mental health and substance use care.

The Pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC), hosted by CAMH, is seeking a highly organized and motivated full-time Program Manager. Reporting to the Director, Pan-Canadian Research & Implementation Initiatives, the Program Manager will play a crucial role in ensuring the effective operation and strategic advancement of the IYS-CC. This national initiative aims to strengthen Integrated Youth Services across Canada, supporting a network of 14 IYS networks to function as individual Learning Health Systems (LHSs) and as a pan-Canadian ‘network of networks.’ The IYS-CC facilitates knowledge exchange, develops best practices, and supports implementation and scale-up of effective youth mental health and substance use services.
Key Accountabilities
- Support the Director in the operationalization of the IYS-CC, a pan-Canadian backbone team for existing and emerging IYS and related networks (e.g., ACCESS Open Minds Youth Mental Health and Wellness Network)
- Support the Director in implementing capacity building activities to support implementation of evidence-based and wise practice for IYS audiences, particularly with regards to the integration of research and measurement within practice, and operation as a learning health systems;
- Manage day-to-day operations of the Collaboration Centre
- Lead the implementation of new initiatives and programs within the centre.
- Continuously identify and implement process improvements to enhance efficiency and effectiveness.
- Manage personnel matters, including recruitment, training, performance reviews, and staff development.
- Work with the Director and business areas to develop a program/project strategic plan
- Support internal and external communications efforts, promoting the IYS-CC’s activities and successes
- Support the IYS research community with research issues/concerns/projects
- Recruit, train, supervise and evaluate the performance of team; mentor and coach team
- Work collaboratively with researchers, service organizations, Indigenous communities and organizations, and network partners across Canada to deliver on Collaboration Centre objectives
- Participate in or lead key meetings, working group(s) and committees
- Contribute to performance measurement, data collection, and report generation
- Lead the development of problem-solving and facilitate communications both intra and inter-departmentally.
- Engage internal and external partners and suppliers concerning project activities, operational decisions, scheduling requirements or contractual clarifications
- Draft and submit budget proposals, statements of work, and RFP where necessary
- Support a workplace that embraces diversity, encourages teamwork and effective communication as well as complies with all applicable regulatory and legislative requirements.
Job Requirements
- A relevant bachelor’s degree is required (e.g. psychology, neuroscience, Health Sciences, Health Administration, Social Work) A master’s degree is preferred
- 3-5 years demonstrated progressive and relevant experience in Project Management
- Thorough understanding of principles and practices of Indigenous engagement is required. Demonstrated knowledge of First Nations, Inuit and Métis communities, cultures, perspectives and health service providers
- Demonstrated commitment to principles of equity, inclusivity, respect and social justice.
- Demonstrated ability to work in collaboration with diverse stakeholders of diverse backgrounds, equity seeking groups (such as First Nations, Métis, Inuit and other racialized people)
- Demonstrated ability to coach partners and colleagues using strength-based problem solving, active listening, motivational interviewing, modeling and other coaching strategies.
- Experience in assisting organizations/agencies with system change initiatives through facilitation, problem solving, decision-making and conflict resolution
- Proven ability to manage budgets, track expenses, and ensure compliance with funding requirements.
- Expertise in health equity and a proven track record of engaging others in open, meaningful and productive dialogue about equity, racism, and oppression.
- Demonstrated ability and commitment to supporting the engagement of young people and family members with lived experience in planning and implementation activities, preferably within a mental health/substance use context.
- Extensive experience in a healthcare environment
- Experience with research methodologies, data types and best-practices
- Experience successfully managing research projects
- Experience with large team-based and community-based research initiatives
- Experience working with diverse clients and partners
- Strong organization and planning skills required
- Ability to find the best approach or solution to highly diverse challenges.
- Strong analytical, organizational, conceptual and decision-making skills are required
- Demonstrated flexibility and have the ability to adapt and manage changing priorities
- Proficiency in Microsoft Office including Word, Excel, and PowerPoint
- Excellent verbal and written communication skills in English.
- Ability to communicate effectively in English both verbally and in writing
- Strong familiarity and experience with business processes and data flows in research
- Demonstrated an ability to work and contribute value in a collaborative team environment
- Progressive experience in a healthcare environment is desired
- Must be detailed oriented, organized and have strong multitasking ability.
- Project management of major projects
Other:
- Bilingualism (French/English) and/or the ability to speak an Indigenous language is considered an asset.
- Travel throughout Canada may be required
