This contract provides O&M for Range Support Crafts (RSC) vessels home ported at Naval Base Point Loma (NBPL) and at the Pacific Missile Range Facility (PMRF) Detachment Far East at Naval Base Guam. The PMRF Detachment Far East at Guam provides mobile range services in the Western Pacific for multiple mission areas using Range Support Craft (RSCs), Multi-purpose Craft (MPCs), High Speed Maneuverable Targets (HSMSTs) and Surface Towed Targets (STTs) to support training operations, and exercises. The RSCs are 114-foot aluminum vessels and the MPCs are 97-foot aluminum vessels and both will be maintained and berthed at Naval Base Guam, Apra Harbor. The vessels will be operated in the Marianas Island Range Complex to support military training exercises.
SA-TECH is currently seeking to hire a Program Manager at Naval Base Guam, Apra Harbor for this contract to lead our organization in project management, personnel management and scheduling, as well as provide exceptional customer relations with little to no supervision. This role requires expert knowledge of vessel engineering and vessel operations and management.
Specific duties include (but are not limited to):
- Primary Point of Contact (POC) for Government interface.
- Responsible for all Guam vessels and contractor personnel overall.
- Ensures adequate training is provided for all employees, including, but not limited to, environmental readiness training, watch officer training, and shoreside compliance training
- Participates in range event planning meetings, and provides concurrence to range operations schedule.
- Manages planning and coordination for operations/maintenance on all vessels.
- Support Department of Defense (DOD) and Seaborne targets and vessel operations and provide oversight and management support.
- Provides all site-specific information to government as required.
- Coordinates all contractor responsibilities for INSURV Inspections and other safety and audit inspections.
- Directly oversee the development of Depot Level Maintenance (DLM) plans to all assets under the department
- Oversee departments within the organization, closely monitoring workflow processes with an emphasis on project management and scheduling.
- Direct teams to successful project conclusions in compliance with operational safety and boating regulations specified by federal and local authorities.
- Ensure team’s adherence to all applicable safety regulations and standards.
- Provide direct support to all seaborne target additional sites both CONUS and OCONUS.
- Oversee training and preventive maintenance of all seaborne assets.
- Develop and train subordinates directly.
- Write, edit and present standard operating procedures.
- Perform in a critical management role and always maintain control and awareness of operational status and material condition of vessels and targets.
- Other duties as assigned.
EDUCATION/EXPERIENCE/SKILLS
- Bachelor’s degree in Business, Management or Engineering. Master’s degree in business, management, or engineering preferred.
- USCG licensed Master of 100 Tons or Able-Bodied Seaman (AB) or higher watch-stander certification of 200 tons. USCG licensed Master of 500 tons or Chief Engineer 4000HP preferred.
- Five (5) years in the Maritime Industry with knowledge of vessel operations and maintenance, government contracting experience, and personnel management experience (10 years actively working in the maritime industry as a Master of 500 tons or more is preferred).
- Ability to create and maintain maintenance plans. Ability to supervise personnel and an operational schedule.
- Knowledge and thorough understanding of Code of Federal Regulations and U.S. Coast Guard regulations in support of marine vessels.
- Technical writing skills to assist in documenting new manufacturing and/or assembling instructions for new designs developed in-house.
- A demonstrable ability to read and understand schematic drawings.
- Proven ability to independently plan and support management efforts, including timelines, cost estimates (requiring parts, equipment and labor), shipping and travel arrangements and detailed coordination with the end-user and customer.
- Background in operating and maintaining seaborne assets or vessels that range in size from small, outboard engine boats to 95’-115’ intermediate support vessels.
- Experience in a military environment as an E-7 or above or experience working with the military on a military facility is preferred.
- Expert level understanding of all Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
- Must be capable of lifting 50 pounds (lbs).
- All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
- U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to start date and maintain a Secret clearance throughout employment.
- Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
- Must be able to pass a pre-employment physical to include Physical, Drug Screen, Vision & Hearing tests, Medical Condition Certification and back X-rays.
- All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
