The Technology Services Division provides leadership in modernizing City of Toronto services through strategic investment, digital transformation and management of the City’s technology systems. The Division acts as a coordination point for driving business improvements by partnering with all divisions in re-designing business operations, translating business needs into innovative technology solutions, and implementing those solutions. As a key member of the Enterprise Data and AI team you will play a pivotal role in enabling the City’s use of intelligent automation and AI solutions.
Reporting to the Director, Enterprise Data and AI, and leveraging your ability and skill in program management, you will provide senior-level strategic and operational support to Technology Services senior management team. This will see you leading and addressing matters related to divisional communications activities with the goal of enabling the City’s use of intelligent automation and AI solutions.

Being highly experienced and comfortable collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization or a complex, multi-stakeholder environment like ours will be vital to your success as Program Manager, Technology Services leading the Enterprise Data and AI program. Tasked with providing strategic advice, day-to-day operational support, and professional judgment on complex issues, you will develop effective communications strategies and assist the Office in addressing both emerging and ongoing issues for the Division to ensure the delivery of Technology Services and associated transformational work.

KEY QUALIFICATIONS

Among other strengths, your profile for the role of Program Manager, Technology Services Division will include the following key qualifications:

  • EDUCATIONAL BACKGROUND:Graduate/Master’s degree in Business Administration, Computer Science, Data Science, Education, Public Policy, or a related discipline. Equivalent experience will also be considered. Knowledge or certification in data analytics, AI, or cloud technologies (e.g., AWS, Azure, GCP) is an asset.
  • PROJECT MANAGEMENT EXPERTISE:Considerable experience tracking and delivering complex, multi-stakeholder projects on time and within scope, including planning, execution, and reporting. Experience using project management tools (e.g., MS Project, JIRA, Trello) is preferred.
  • DATA & AI LITERACY LEADERSHIP:Experience designing and leading educational programs focused on improving organizational literacy in data governance, AI ethics, and related technologies.
  • STAKEHOLDER COLLABORATION:Extensive experience collaborating and consulting with senior executives, technical teams, and external partners in a large-scale or municipal setting to achieve strategic goals.
  • COMMUNICATION EXCELLENCE:Strong business writing and presentation skills, with the ability to develop clear, concise reports, briefing notes, and executive presentations tailored to various audiences.
  • TECHNICAL ACUMEN:Knowledge and proficiency in managing SharePoint sites and websites, including updates, content organization, and user engagement. Familiarity with data platforms, enterprise tools, and cloud environments is an asset.
  • CHANGE MANAGEMENT AND ADAPTABILITY:Demonstrated ability to lead change initiatives, adapt to rapidly shifting priorities, and operate effectively in complex, ambiguous environments.
  • RELATIONSHIP-BUILDING SKILLS:Exceptional ability to build and sustain relationships across various stakeholder groups, fostering teamwork and collaboration in a diverse, multi-stakeholder environment.
  • DECISION-MAKING AND PROBLEM SOLVING:Strong critical thinking, judgment, and political acumen to manage issues, resolve conflicts, and negotiate consensus in complex scenarios.
  • LEGISLATIVE KNOWLEDGE:Familiarity with key regulations and legislation, including but not limited to the Municipal Freedom of Information and Protection of Privacy Act, AI ethics frameworks, and data governance policies.
  • TECHNOLOGY AND DATA GOVERNANCE UNDERSTANDING:Knowledge of municipal government operations, approval processes, political structure, and experience with data governance, AI systems, and related emerging technologies.
  • ABILITY TO WORK INDEPENDENTLY:Proven capability to manage multiple tasks, prioritize competing deadlines, and maintain high performance with minimal supervision in a demanding environment.
  • PROGRAM DELIVERY EXCELLENCE:Experience leading educational and stakeholder-focused initiatives (e.g., workshops, training sessions) that support organizational goals related to data and AI.
