Description:
GENERAL DESCRIPTION:
The Wyoming Department of Workforce Services (DWS) is seeking a Program Manager for the Upskilling of Wyoming Citizens ARPA (American Recovery Plan Act). This opportunity will provide a population of Wyomingites who earn more than the Workforce Innovation and Opportunity Act (“WIOA”) income limit with the same services that DWS provides to WIOA-eligible clients. These services include career services; the development of individual employment plans to identify short- and long-term employment goals; education and training opportunities in high-demand, high-growth occupations; and support services.
The Program Manager will oversee the ARPA opportunity (3-year grant funding) and the service delivery of the Labor Exchange Services and enrollment of training/career services throughout Wyoming and in all 18 American Job Centers. The Program Manager will create the policies and procedures for the program, train the Workforce Center staff delivering the services to the participants, and monitor the program to identify best practices.
The location of this position will be dependent upon the candidate selected.
This is a full-time, 40 hours per week, At-Will Employee Contract (AWEC) position.(This section is used for recruitment purposes.)
KNOWLEDGE:
- Knowledge of Wagner Peyser, Workforce Innovation and Opportunity Act (WIOA), and labor exchange services.
- Knowledge of database management and software/computer operations.
- Knowledge of budget operations and management.

Responsibilities:
- Works in coordination with the fiscal team to oversee an annual budget of $1,325,080.00. Assists in tracking all expenditures.
- Monitors the Program and advises Workforce Center Staff of any changes to ensure compliance with regulations and policy.
- Assists with the annual reporting.
- Provides technical support to the program, implements program improvements, and oversees all aspects of implementation including development of program policies and procedures and training of Workforce Center Staff.
- Collects and reviews required program documents for tracking and reporting. Prepares all reports that are for internal tracking and state tracking.
- Tracks and reports co-enrollments of participants.
- Implements evidence-based interventions, strategies, and evaluation requirements per the grant requirements.
- Researches evaluates, and recommends the program service delivery and creates best practices to be implemented statewide.
- Evaluates and advises local Workforce Center Managers and staff regarding the program’s customer service.
- Participates in the design and ongoing assessment of the program’s service delivery methods.
- Distribute referrals to the Workforce Center assigned staff members.
- Review the participants’ employment plans and activities.
- Provides in-depth technical assistance to local Workforce Center Managers and staff on all aspects of program implementation.
- Ensures adherence to program policies, regulations, and rules and resolves difficult problems regarding program implementation.
- Serves as a program-specific resource to Program Strategy Team Supervisor and Public Affairs Administrator.
- Disseminates program information, requirements, and updates to all statewide staff.
- Aids in the preparation of presentations and delivery of outreach materials for the Program.
- Serves as liaison between Workforce Centers and other agencies to administer and disseminate information
