The GHHI Mission
The Green & Healthy Homes Initiative (GHHI) is a 501(c)3 entity with the mission to address the social determinants of health, opportunity and equity through the creation of healthy, safe and energy efficient homes. By delivering a standard of excellence in its work, GHHI aims to eradicate the negative health impacts of unhealthy housing and unjust policies for children, seniors and families to ensure better health, economic and social outcomes in historically disinvested communities – with an emphasis on communities of color. GHHI supports housing, environmental health, and energy efficiency [BB1] services for families in communities around the country, as well as conducting direct services in Maryland. GHHI’s delivery model is based on its data-driven philosophy that public and private social investments are optimized and social program outcomes are maximized when the energy, health and safety needs of an occupied home are addressed comprehensively, efficiently, and simultaneously.
POSITION OVERVIEW
The Program Officer Thriving Communities Grantmaker Program will support the EPA Region 3 Thriving Communities Grantmaker (TCGM) project. Region 3 covers Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Washington, D.C., and seven Tribal Nations. The TCGM Project, in collaboration with the EPA, will award $40 million in EPA funding, flowing from the Inflation Reduction Act, to fund eligible projects in historically disinvested communities throughout EPA’s Region 3. To further ensure equity and transparency, the Project includes a dedicated Advisory Board comprised of 10+ organizations which will provide outreach support, applicant engagement, and ensure equitable, transparent project implementation. To ensure subrecipients’ technical assistance needs are met, the Project will also include a dedicated team of technical assistance partners with subject matter expertise congruous to the projects selected to receive TCGM subgrants. Overall, as an integral part of the TCGM project team, the Program Officer will review and score applications, manage grant support teams for subrecipients, monitor grant activities and compliance, provide program support, and ensure requirements are met for compliance. This position will report to the Senior Program Officer for Strategic Operations for the duration of the three-year project period.
QUALIFICATIONS
- Experience in grantmaking, project management, implementation, and evaluation
- Bachelor’s Degree or equivalent experience in lieu of degree
- Demonstrated evidence of success working in a fast-paced environment
- Experience in using Project Management Software like Monday.com or similar
- Willingness to take on multiple tasks simultaneously and perform at a high level
- Excellent written and verbal communication skills; strong listening skills.
- Knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint)
- Must possess strong work ethic and reputation for exhibiting teamwork in meeting job responsibilities and organizational goals
- Must possess a high degree of energy, professionalism, and confidentiality
- Highly organized, self-motivated with attention to detail
- Excellent communication and phone skills
- Must have a valid driver license and reliable transportation
- Ability to serve as travel staff in support of the TCGM Project

Responsibilities:
- Outreach & Participatory Governance
- Support material development for outreach events
- Support material development, as requested, for Advisory Board and core partner updates and meetings
- Summarize community, applicant, and subrecipient feedback so it can be analyzed and used to make positive adjustments to the TCGM Project
- Application Review
- Conduct initial review of applications to ensure that the threshold criteria are met
- Grant Support Teams
- Manage and lead grant support teams for subrecipients
- Ensure all pre-award compliance requirements are met, including risk assessments, quality assurance plans, and more.
- Provide tailored technical assistance and capacity building to the subrecipients
- Monitor and align procedures to adapt to equity needs and applicant and subrecipient feedback
- Contribute to a knowledge library to support the diverse set of subrecipients
- Monitor Grant Activities
- Conduct virtual meetings during all phases of the subrecipients’ grant cycle, including pre-award readiness, project launch, project activities, reporting, and closeout
- Conduct in-person site visits (across EPA Region 3) for portfolio of assigned subrecipients
- Working directly with the subrecipient and the Data, Evaluation, and Learning team, ensure data and reporting on each subrecipient program is complete on a quarterly basis
- Maintain consistent communication with subrecipients and respond in a timely manner to inquiries
- Ensure consistent use of project management software to ensure collaboration and internal processes support the robust TCGM Project

- An interest in learning and enhancing skills that promote environmental justice and an understanding of systems and their impact on community
- Work closely and effectively with the Senior Vice President and Senior Program Officer to ensure they are well informed of upcoming commitments and responsibilities, following up appropriately and prioritizing conflicting needs and deadlines.
- Handle matters expeditiously, proactively, and follow-through on projects to successful completion, often with deadline pressures.
- Maintain a positive working atmosphere to keep group efforts focused on the deliverables of the TCGM project. This also includes promoting appropriate work behaviors and attitudes and mutual respect with GHHI staff, grantees, partners, and more.
