Description:

MINIMUM QUALIFICATIONS

Transfer: Current NYS Department of Health employee with permanent or contingent-permanent status as a Program Research Specialist 2 (Health Systems Analyst), G-23 OR current NYS employee with one year or more of permanent or contingent-permanent service as a Program Research Specialist 2 (HSA) G-23 or in a position allocated to a G-21 or higher and eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional promotion: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications:
One year of permanent service as a Program Research Specialist 1.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Candidates from outside State Service can be considered for hire under the Hiring for Emergency Limited Placement– Statewide (HELPS) program if they meet the following minimum qualifications.
a bachelor’s degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes.
Preferred Qualifications: 1 year of Medicaid experience. 2 years of tableau, SQL or R experience. At least 1 year of supervising of mentoring a team

Responsibilities:

  • Performing business and data analytics related to public health insurance programs, such as Medicaid, Essential Plan, Child Health Plus, behavioral/substance abuse services, Health Home, Children’s Waiver, Value Based Payment, and 1115 Waiver support, including regular and ad-hoc reporting, under the direction of the Medicaid Operations Unit lead.
  • Coordinating with the Bureau Director and Engagement Leads to collect program requirements, translate requirements to technical documentation, and compile methodology/code for reporting requirements.
  • Responding to emerging priorities and follow up requests to major policy and program questions.
  • Managing delivery methods for standardized reports, including determining access, scheduling updates; recommending delivery methods updates; and troubleshooting problems.
  • Developing expertise in program areas and notifying Medicaid Operations Unit lead of policy/program changes that could impact analytics.
  • Supervising and developing Business and Data Analyst staff and contract resources to ensure ongoing high-quality performance.
  • Performs other duties and tasks as assigned.
