Description:

JOB SUMMARY

The Program Security Officer Level 3 assists the Government security team lead in executing the assigned security program duties for a USSF customer. Administers and supports the program management teams. Informs government program security lead of compliance related issues and security incidents, as well as accomplishment of duties - ensures priorities are met within the security team, while keeping govt lead informed. Draft, review, and staff DD254’s. Communicates and Interfaces with Program managers and their teams – provides program security guidance. Oversees the Program Personnel security program, to include industry and mission partners.

Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned):

  • Follows current applicable DoD/USAF/USSF regulations, policies and procedures related to Special Access Program Security, Sensitive Compartmented Information Security and Collateral security
  • Adheres to and recommends changes to Standard Operating Procedures to ensure that critical government resources, personnel and facilities are protected in a dynamic threat environment
  • Protects against security vulnerabilities that will exist during the development processes as well as those that will require preventive measures upon completion or delivery of systems and products
  • Create, update and provide feedback on policies and procedures for use of Space RCO secure facilities (SOPs, OPSEC plans, etc.), as required by the PSO, and mission partner security
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s)
  • Exercise critical thinking, judgement, and initiative to determine the appropriate approach to solve complex problems and prioritize/develop task or projects in processes and procedures within Program Security, while supporting a fast-paced, professionally diverse acquisition workforce
  • Utilize Defense Information Security System (DISS), as the DoD enterprise system of record for SCI and Collateral Security PERSEC and the Joint Access Database Environment (JADE) for Program PERSEC. Verify accesses, create program access requests (PARs), and determine Program access eligibility as a Special Access Program Personnel Security Officer (SPO)
  • Provides guidance on classification marking, accountability, control, storage, safeguarding, downgrading, declassifying, and destruction procedures for classified materials
  • Initiates inquiries related to security incidents and coordinates with government security specialists on recommended course of action. Develops reports on incidents and staffs accordingly
  • Ensures compliance of physical security program for facility assigned; supports security compliance team with required documentation such as annual self-inspections, Fixed Facility Checklists and other procedures
  • Assist managers with the policies, instructions, procedures, control systems and methods for such activities and functions as safeguarding and use; personnel access controls; need to know criteria; physical storage and control; and transmitting, transferring, reproducing, emergency protection and removal, destroying of classified information
  • Understands and exercises the Special Access Program Nomination Process (SAPNP) for personnel
  • Travel to support program management team to industry and/or government locations and organizations

Compensation Minimum: $100,000
Compensation Maximum: $118,000

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE/SKILLS REQUIRED

Five years demonstrated/practical hands-on experience as a PERSEC Specialist or closely related position. Experience administering policies, practices and metrics that reflect the security posture of the project. Experience with DISS and the use of sound security practices to ensure the integrity and confidentiality of all personnel and security matters. Candidate with two years’ minimum experience working in special access programs and/or secret compartmentalized information environment is highly desired.

PHYSICAL REQUIREMENTS

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
