Org. Setting and Reporting
This position is located in the Strategic Planning & Programme Support Section within the United Nations Office of Counter-Terrorism (UNOCT) at the United Nations Headquarters in New York with the duty station of Budapest. The incumbent will report to the Finance & Budget Officer under the overall supervision of the Chief of Section. The Office of Counter-Terrorism has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 47 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.
Responsibilities
The Programme Assistant will be responsible for the following duties: • Provide assistance in support of planning and implementation of results-based management (RBM) initiatives and the IPMR tool (Integrated Programme Management Reporting). • Provide assistance in support of system integration of complex ERP modules and participate in relevant cross-functional working groups. • Research, compile, analyse, summarize, and present information/data on specific programmes/project and related topics. • Assist in the coordination of RBM systems, preparation and implementation; monitors status of programme/project proposals; take necessary action to ensure project documents are completed and submitted to relevant parties for approval. • Assist in the preparation and analysis of programme/project budget proposals and programme planning; provides assistance in the interpretation of budget guidelines; review and coordinate submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized. • Assist in the monitoring and evaluation of IPMR tools projects; categorize, update, track and analyse data related to the implementation of programmes/projects, etc.; carry out periodic status reviews, identify issues and initiate requisite follow-up actions; collaborate with programme/project managers in the development of dashboards; provide assistance on reporting requirements, guidelines, rules and procedures and ensure compliance with result-based management methodology. • Serve as focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. organisation of and participation in training. • Prepare, maintain and update files (electronic and paper) and internal databases; design and generate a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials. • Draft correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports within the ERP system when necessary. • Provide guidance and training to staff. • Perform other duties as assigned.

Work Experience
A minimum seven years of experience in programme or project administration, technical cooperation or related area is required. Experience in supporting and/or managing budget cycles, including financial reporting and budget administration is required. Experience in administrative servicing of conferences or high-level meetings is desirable. Experience with Enterprise Resource Planning (ERP) systems is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded through the Regular Budget. The initial appointment is for one year with the possibility of extension.
