Description:

Digital Health and Care Wales (DHCW) is an organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
An exciting opportunity to deliver a critical programme that will manage the national digital systems impact of a boundary change for the Bridgend locality. We are looking for a Programme Manager (Band 8b) who has significant proven delivery experience in large scale / national business change.
The geographical change will impact many national systems that are currently aligned to Swansea Bay digital services but now need to align to Cwm Taf Morgannwg digital services. Patient demographics are key to the delivery of safe healthcare and these are provided to many different operational systems within the locality. The migration of data across multiple interlinked national systems including for those patients currently receiving healthcare, will be a highly complex undertaking.
Working in a challenging environment, you will face a variety of competing priorities that will require a flexible and imaginative approach combined with excellent interpersonal, communication and organisational skills. The post holder will need extensive knowledge and expertise over a range of subject areas within healthcare .
Work with the Director of Operations, Product and Application Managers, DHCW project teams, Cwm Taf Morgannwg & Swansea Bay Health Boards to shape, lead and manage the DHCW Bridgend Transition Board. Represent DHCW at appropriate governance boards and meetings with both health boards.
Provide and maintain Agile-style leadership to the project teams.
Direct and motivate project teams while emphasising a focus on product delivery according to agreed objectives .
Ensure effective and timely delivery of Programme Reports, Plans, Risk & Issue logs as agreed with the Senior Responsible Officer and National Programme Team, outlining progress within the reporting period.
Develop and maintain a workstream plan, with milestones, dependencies, resourcing to meet the agreed roadmap and timelines.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
This post is fixed term/secondment until 31/03/2026 due to secondment cover. If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.

Programme initiation including governance structures and definition documents.
Develop and manage the ongoing business case.
Lead and manage the development of programme and project assurance processes, governance and standards ,
Lead & manage the Programme workstreams including procurement, integration deliverables & business change.
Lead in selection and management of 3rd party suppliers from a solution delivery perspective and ensure requirements are met.
Management of consultants / third party delivery partners to include specification of requirements, recruitment, contract management and performance & delivery.
Manage budgets.
Plan, lead and monitor the portfolio and individual Project progress in line with Office of Government Commerce best practice standards, including programme governance
